Supervisory Contract Specialist (Division Director)
Duties
WHAT YOU'LL BE DOING DAY TO DAY
As a Supervisory Contract Specialist (Division Director), you will be responsible for executing complex, high-volume acquisitions and advising customers to deliver mission-focused, enterprise outcomes use your knowledge and experience to optimize business results and customer experience by:
- Providing leadership and oversight of multiple acquisition teams executing complex pre-award and post-award activities across a customer portfolio.
- Serving as a key operational leader responsible for workload management, prioritization, and delivery of acquisition outcomes across assigned divisions and branches.
- Acting as a Gatekeeper for intake and execution, ensuring alignment of requirements with OMAS mission, enterprise priorities, and acquisition strategies.
- Overseeing quality and consistency of acquisition execution, ensuring compliance with applicable laws, regulations, and policies.
- Serving as a senior advisor to customers, maintaining ownership of customer relationships and ensuring delivery of acquisition solutions that meet mission needs.
- Operationalizing organizational strategies into executable acquisition plans, aligning team resources and priorities to meet performance expectations.
- Leading and developing a high-performing workforce, including mentoring, coaching, and performance management of subordinate supervisors and staff.
- Identifying operational challenges and implements process improvements to enhance acquisition delivery and organizational effectiveness.

A Federal Acquisition Certification - Contracting (Professional) (FAC-C (Professional) is required within Agency-established timeframes. Qualifications
WHAT WE ARE LOOKING FOR
Basic Qualifications:
You must meet either A and B, C or D of the basic requirements listed below and also meet the minimum qualifications requirements. A. Completion of Federal Acquisition Certification in Contracting (FAC-C) requirements and certification at either the legacy FAC-C Level I, II, or III or the new single-level FAC-C (Professional) or a DAWIA level I, II or III at the time of application (fai.gov/certification/fac-c/contracting-fac/fac-c-legacy-cert-reqs), including at least 4-years experience in contracting or related positions. At least 1 year of that experience has been specialized experience at or equivalent to work at the next lower level of the position, and provided the knowledge, skills, and abilities to successfully perform the work of the position. AND B. Completion of a 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (Must provide transcripts.) OR C.
Exceptions:
Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D. OR D.
Waiver:
When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.
Minimum Qualifications:
You must have one year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-14 grade level in the Federal service performing ALL of the following:
