Job Description

IPT Corporation located in California, MD is seeking a Program / Acquisition Analyst (Junior / Journeyman) for the position located at Webster Outlying Field, St. Inigoes, MD (WOLF) as described below -
General Description/Responsibilities:
The candidate will support the planning, execution, and management of contracts at the ATC&LS Division at
NAWC WOLF.
Experience managing DoD contracts o Executing contract modifications including but not limited to administrative, ceiling revision, exercising option years and funding o Experience tracking planned versus actual expenditures and forecasting funding requirements Analyzes costs and tracks/reports on contract and project status
Documentation Development:
Contribute to the creation and refinement of program acquisition documentation, including Acquisition Plans (AP), Acquisition Strategy Reports (ASR), and Procurement Initiation Documents (PID).
Procurement Support:
Create Purchase Requisitions (PRs) and all supporting documentation required for procurement activities, ensuring compliance with Comptroller regulations and guidebooks.
Funding Management:
Monitor and track funding allocations and expenditures throughout the acquisition lifecycle, ensuring alignment with program objectives and financial regulations.
Contract Administration:
Maintain Contract Summary Reports (CSRs) in Excel for multiple contracts and draft Technical Direction Letters (TDLs) to support contract execution.
Financial Reconciliation:
Utilize NERP (Navy Enterprise Resource Planning) to reconcile funds and ensure accurate financial tracking.
Data Call Assistance:
Support Budget and Financial Management (BFM) teams with DARQ (Data Analysis and Reporting Queries) data calls and reporting requirements.
Quality Assurance:
Conduct thorough reviews of acquisition documentation to ensure accuracy and compliance prior to processing Purchase Requisitions.
Documentation Support:
Collaborate with Contracting Officer Representatives (CORs) and System Acquisition Specialists (SAS) to update and manage acquisition documentation as needed.
Stakeholder Communication:
Maintain regular communication with CORs and contractors to ensure alignment and resolve issues promptly.
Stakeholder Collaboration:
Work closely with Contracting Officer Representatives (CORs), program managers, and procurement teams to ensure contract requirements are understood and executed correctly.
Meeting Participation:
Attend regular contract analyst meetings, provide input, and support decision-making processes as part of the acquisition team.
Issue Resolution:
Address and resolve issues related to contract execution, including disputes, delays, or non-compliance.
Minimum Educational Qualifications:
Junior/ Journeyman - Bachelor's Degree in a Business or Business Discipline,"shall mean any of the following specific subjects, disciplines, or areas of work experience only: Business Administration, Business Management, Project Management, Economics, Finance, Accounting, Data Analytics / Management, or related derivative degrees
ALLOWABLE SUBSTITUTION
Associate degree plus four years of additional work experience related to the applicable labor categories; required experience may be substituted for a Bachelor's Degree. OR Six years of additional work experience related to the applicable labor categories; required experience may be substituted for a Bachelor's Degree.
Minimum Previous Experience:
Proficient in Excel N-ERP experience
Desired Experience:
Knowledge of PIEE and FAR Clauses Clearance Required:
