Full Job Description Duties and Responsibilities Proposal Management:
Manages a Shipleybased proposal development lifecycle from kickoff to submission. Develops proposal schedules, compliance matrices, and annotated outlines. Coordinates inputs from internal SMEs, subcontractors, and external consultants. Conducts color team reviews (Pink, Red, Gold) and manages version control. Ensures proposals are compliant, compelling, and submitted on time.Additional Duties and Responsibilities:
Capture Management:
Identifies and qualifies new business opportunities through government portals (e.g., SAM.gov), market research, and industry networking. Conduct competitive analysis, SWOT assessments, and win strategy development. Engage with potential partners and build teaming arrangements, NDAs, and subcontractor agreements. Develops and maintains opportunity pipelines and capture plans. Establish relationships with agency stakeholders and understand customer requirements.Proposal Writing:
Writes, edits/revises, and formats proposal content. Customizes proposal narratives to align with each solicitation. Integrates graphics, resumes, and technical data into the final proposal. Translate complex ideas into clear, persuasive language suitable for evaluators.Required Professional Qualifications:
Required:
Minimum 1 year of experience in federal or commercial proposal development. Demonstrated experience managing full proposal lifecycles and writing winning proposals. Familiarity with FAR, DFARS, and common government procurement vehicles. Proficient with Microsoft Office (Word, Excel, PowerPoint), Adobe Acrobat, and proposal tools.Preferred:
Former military service with Intelligence Community experience. Bachelor's degree in English, Communications, Business, or a related field. APMP certification is a plus.Benefits include:
