  • Responsibilites
  • Responsible for the overall administration of the SIMCO Prime Contract on an established Department of Energy (DOE) facility for the Management and Operating (M&O) Contractor.
This position reports to the Baseline Integration Manager. This position is in Carlsbad, New Mexico with potential for remote or hybrid work opportunities dependent on relevant direct DOE experience. This role also oversees and administers a $238M cost-reimbursable subcontract and the mentor-protégé program for SIMCO. Overseeing administration of SIMCO's $3B prime contract, this role is responsible for supervision and administration of the prime contract function including related policies, procedures, and compliance. The Prime Contract Manager will work with a two to three person support team to negotiate or support executive management negotiation of prime contract modifications to scope, schedule or cost of the Prime Contract. Maintenance of the prime contract correspondence, contract deliverables, and funding instruments is required. The

Prime Contract is funded from direct DOE funds as well as funding by other DOE sites for support services conducted under the Prime. A working knowledge of funding instruments to/from integrated and non-integrated prime contractors is required. The Prime Contract Manager identifies opportunities for revenue enhancement, schedule relief and avoidance of unallowable costs and takes appropriate actions, working with SIMCO management, to protect SIMCO's interests and/or improve performance. Ensures the monitoring of safety, quality, cost, and performance and that all contractual duties and obiligations are met by all parties at the prime level. The Prime Contract Manager works closely with the DOE Contracting Officer, the DOE Contracting Officer's Representative and their support team.
  • Knowledge, Skills and Abilities:
  • + Ability to establish operational objectives and work plans, and delegate assignments to subordinates.
+ Communicate on an executive and senior management level and clearly and knowledgeably discuss matters/topics related to Prime Contract matters. + Advanced writing and editing skills in formal and informal correspondence. + Participate in the development, modification, and execution of company/project policies and intiatives that affect immediate operations and may also have company/project-wide effects. + Utilization of extensive knowledge of Federal procurement regulations, including the Federal Acquisition Regulation (FAR) and Department of Energy Acquisition Regulations (DEAR) and relevant subject matter expertise.
  • Minimum Requirements
  • _These requirements must be met to be considered for this posting.

Practical skills in oral and written communication are required. + Subcontract administration management experience is required. _Must be at least 18 years of age; U.S. citizenship is required except in limited circumstances.   • Preferred Requirements
  • + Experience in government prime contract management with Department of Energy (DOE) or another Federal Agency with broad spectrum of government contracting expertise.
+ CPM, CPCM, or Core FAC certifications such as APDP Level II or III or DAIWA Level III are desired. + Previous DOE or M&O experience. + Experinece in request for proposal (RFP) development and/or the bid, evaluate, award process for subcontracts and/or purchase orders. + Change management negotiation/resolution experience.

Salary range:
$175,000
  • $225,000 per year
