General Summary:
Prepares accurate project estimates and competitive client proposals while coordinating with operations, engineering, and business development teams to support successful bids and profitable project execution.
Essential Functions:
Prepare detailed project estimates for oil and gas construction. Coordinate, track, and submit professional RFQs, RFPs, bids, and client proposals. Review drawings, P&IDs, scope of work, specifications, and client bid packages, preparing summaries for each discipline. Together with Project Managers, coordinate with vendors and subcontractors to obtain pricing, availability, and lead times. Work closely with operations teams to validate and coordinate all aspects of the estimate and proposal. Maintain estimating databases, historical cost records, and proposal templates. Ensure proposals comply with client standards, safety requirements, and contractual obligations. Track proposal and estimate activity, revisions, awarded projects, and bid success metrics. Support client meetings, pre-bid conferences, and project handoff meetings. Assist leadership with forecasting, pricing strategy, and market competitiveness.

Education/Experience:
Bachelor's Degree in Construction Management or similar, combined with experience to manage multiple estimates and proposals at one time. Minimum of 5 years managing estimates and proposals. Expert in computer usage, including Microsoft Office and the Internet.
