Opportunity:
The Department of Housing Services is currently looking for a Management Analyst I to serve the mission of creating pathways out of homelessness, promoting housing stability, and investing in affordable communities for Washington County and our residents. This position will interface with our Department of Housing & Housing Authority of Washington County (HAWC) community partners and vendors, coordinating the contracting and invoice management for all agreements and funding grants within the Department and HAWC. The position will also be responsible for performing regular and ongoing training with all of our internal and external partners on contract and invoice policy and procedures. This position will track and monitor contract spend-downs and support accuracy and efficiency in the process via monthly internal and external stakeholder engagement. Ideal Knowledge, Skills, and Abilities (KSAs): Possess contract administration experience. Previous invoice processing and spend management experience. Experience managing invoice processing from initial invoice development, though approvals and on to payment, including expense validation and payment support. Advanced technical skills, including software platform experience with: Smartsheet, Excel, Cobblestone, Workday. Thrive in developing new processes, implementing improvements and understanding root cause of invoice and contract issues. Have advanced organization skills with the ability to manage different job functions simultaneously. Experience developing and delivering internal and external trainings on vendor policies, processes and system/tool use. Contract management and evaluation experience for large, multi-scope projects within a Housing Department preferred. Minimum Qualifications Education and Experience:
Bachelor's Degree in public or business administration, finance, economics, statistics, accounting or a related field that provides the required knowledge, skills and abilities; OR Associate's Degree in public or business administration, finance, economics, statistics, accounting or a related field that provides the required knowledge, skills and abilities; AND two (2) years of responsible professional work experience in administrative, operations, budgetary, financial, or similar analysis; OR Four (4) years of responsible work experience in administrative, operations, budgetary, and similar analyses. Additional Requirements Must pass a third-party criminal background check.
