Job Description

Position Overview Twin Peaks, Inc., a construction materials testing and special inspections firm, is seeking a proactive and detail-oriented Business Development & Proposals Manager to support strategic growth across the New York metropolitan and broader tri-state region. This is a hybrid role spanning business development, proposal preparation, pricing coordination, and commercial review support. The position is responsible for identifying and pursuing new business opportunities, responding to requests for proposals, preparing quotations and pricing packages, supporting contract renewals and task orders, and coordinating internal handoff after contract execution. The Business Development & Proposals Manager will work closely with executive leadership, project management, accounting, HR, operations, and sales to help expand Twin Peaks' client base and maintain a strong pipeline of meaningful public- and private-sector opportunities. The ideal candidate is organized, commercially minded, adaptable, and capable of handling sensitive pricing and contractual information with a high degree of discretion. Key Responsibilities Identify, track, and pursue business opportunities in the construction, special inspections, and construction materials testing sectors throughout the tri-state area Build and maintain relationships with developers, general contractors, construction managers, owners, consultants, engineers, and architects Prepare and submit proposals, bids, qualifications packages, and related procurement responses for public and private clients Respond to solicitations issued by city, state, and federal agencies, as well as regional authorities, institutions, and private-sector clients Prepare and provide quotations for prospective customers, subject to executive pricing review prior to submission Manage contract renewals, amendments, and initiation of new task orders under existing agreements Maintain familiarity with government and procurement platforms, including but not limited to NYC PASSPort, NYSCR, and Bonfire Monitor and maintain a schedule of upcoming major regional development projects and procurement opportunities Conduct outreach and cold solicitation efforts related to major development projects and prospective client accounts Maintain and manage the company's opportunity pipeline using existing internal tracking tools, currently maintained in Excel, and adapt to future CRM workflows as the company expands its in-house ERP and CRM capabilities Coordinate with project management and accounting following contract execution to support smooth operational and financial handoff Report regularly to the CEO regarding pipeline activity, bid status, opportunity tracking, and business development performance Maintain strict confidentiality regarding internal pricing structures, billing rates, labor rates, and related commercial information Gather and assemble submission materials, including insurance documents, certifications, forms, compliance documentation, resumes, and project sheets Draft, revise, and tailor employee and firm resumes, qualifications statements, and project sheets for specific bid packages, with training and collaboration from HR, Operations, and other internal stakeholders as needed Review solicitation and contract materials sufficiently to identify key commercial terms, including pay-when-paid provisions, payment terms, and insurance requirements that may require advance planning or procurement of additional coverage Support the preparation of pricing structures and commercial proposals in coordination with executive leadership and, as applicable, the finance team Collaborate with the Sales Executive on quotations and opportunities developed through direct lead generation efforts Ensure that all formal pricing submissions and quotations are reviewed by the CEO prior to release Occasionally attend client visits, pre-bid meetings, outreach events, or related business development functions as needed Qualifications Bachelor's degree in Business, Marketing, Communications, Construction Management, Public Administration, Engineering, or related field preferred 3+ years of business development, proposal coordination, government contracting, or related experience preferred Experience in special inspections, construction materials testing, engineering, government procurement, or related construction industry environments strongly preferred Familiarity with government contracting and procurement systems, including NYC PASSPort, NYSCR, and Bonfire, strongly preferred Strong writing, editing, and document preparation skills Ability to prepare professional proposals, qualifications packages, customized resumes, project sheets, and compliance materials with minimal oversight Strong organizational skills and ability to manage multiple deadlines, pursuits, and submission requirements simultaneously Ability to identify key commercial and insurance-related contract provisions for internal review Adaptability and comfort learning new systems and technologies, including future CRM tools and internal ERP-based workflows Professional judgment, discretion, and ability to handle highly confidential commercial information Strong interpersonal and communication skills Proficiency in Microsoft Office, particularly Excel, Word, and Outlook Positive attitude, professionalism, and ability to work effectively in a collaborative team environment Performance Expectations The primary performance metric for this role is contract value won , with an emphasis on securing meaningful, scalable project opportunities rather than small-volume contracts that create disproportionate administrative overhead. Work Environment This is a full-time, in-office position based in Long Island City, NY. The business environment is professional but relaxed, and the successful candidate should contribute positively to team cohesion while maintaining a high standard of accountability, discretion, and professionalism. Pay:
$90,000.00 - $110,000.00 per year
