The Mid-Willamette Valley Homeless Alliance (MWVHA) serves as the Continuum of Care for Marion and Polk Counties, leading regional efforts to prevent and end homelessness through collaboration, strategic investment, and system coordination. We bring together local governments, service providers, community partners, and people with lived experience to build a more responsive, equitable homeless services system. As the backbone organization, MWVHA oversees federal, state, and local funding that supports housing stability, shelter operations, and supportive services across the region. We are a mission-driven organization committed to transparency, accountability, and continuous improvement. Our work focuses on strengthening partnerships, ensuring compliance with funding requirements, and supporting providers in delivering high-quality, housing-focused services. POSITION SUMMARY
Under the direction of the Executive Director, the Grants and Contracts Manager oversees the grant lifecycle and the day-to-day grants management of funds received by Federal, state, and local governing bodies for pass-through programs.
ESSENTIAL DUTIES AND RESPONISBLITIES
Grant Administration & Program Oversight
  • Manage grant processes for pass-through programs, including RFP development, budgeting, grant management systems, and reimbursement practices in accordance with best practices
  • Create and maintain subrecipient profiles in grant management software
  • Prepare written reports on contracts, policies, procedures, and regulatory changes
  • Serve as subject matter expert on expenditure eligibility for homeless and housing funding
  • Stay current on HUD CoC and state funding regulations and requirements Grant Writing & Funding Development
  • Research, monitor, and communicate federal, state, local, and private funding opportunities aligned with organizational priorities
  • Coordinate development and submission of grant applications, narratives, budgets, and supporting documentation in compliance with funding requirements and deadlines
  • Collaborate with staff, partners, consultants, and stakeholders to gather information and develop competitive funding proposals and HUD Continuum of Care applications
  • Draft and maintain funding-related materials, including application narratives, letters of support, proposal tracking systems, and funding timelines Pre-Award & Award Administration
  • Coordinate and support RFP and pre-award processes
  • Post funding opportunity announcements in compliance with public meeting law
  • Assist with application review and present materials to Performance and Evaluation Committee members
  • Provide overviews of grant management and reimbursement processes during partner orientation meetings
  • Notify applicants of award and non-award decisions
  • Partner with CPA or financial services staff or contractors to review and analyze budgets and support negotiations
  • Review assurances, certifications, and insurance requirements Contract Development & Subrecipient Management
  • Coordinate with CPA or financial services staff or contractors, Executive Director, legal counsel, and Board of Directors to develop, review, and distribute subrecipient contracts
  • Ensure agreements include all required provisions and align with funding requirements
  • Ensure proper identification, selection, and documentation of subrecipients, subcontractors, and vendors
  • Evaluate subrecipient risk and implement appropriate monitoring levels Post-Award Monitoring & Support
  • Monitor subrecipient performance in accordance with contract requirements
  • Provide technical assistance and support to subrecipients to ensure compliance with policies, procedures, and funding requirements
  • Assist subrecipients in gathering required documentation for invoicing and reimbursement
  • Oversee grant closeout to ensure all financial and reporting requirements are met Fiscal Management & Compliance
  • Ensure budgets align with proposal requirements and comply with applicable regulations, including accurate calculation of direct and indirect costs
  • Oversee accounting practices related to grant expenditures, including eligibility review and drawdowns from ELOCCS
  • Monitor and ensure appropriate quarterly spend-down for MWVHA and subrecipient budgets
  • Coordinate with CPA or financial services staff or contractors to support invoicing, reconciliations, and financial reporting
  • Maintain working knowledge of federal regulations, including 2 CFR 200 (Uniform Guidance), the
HUD HEARTH
Act, and 24 CFR Part 578
  • Support audits, monitoring activities, and compliance reviews Continuous Improvement & Other Duties
  • Evaluate outcomes and identify opportunities for process improvement or corrective action
  • Perform other duties as assigned
QUALIFICATIONS & EXPERIENCE
Minimum Qualifications
  • A bachelor's degree in public administration, business administration, finance, accounting, social services, or a related field OR six years of experience with HUD CoC, ESG, CDBG, HOME, or other federal and state housing or community development grants; an equivalent combination of education and experience may be considered
  • Experience applying for and managing federal, state, or local grants, including pre-award (application development and submission), post-award, and closeout activities
  • Experience managing grant processes, including budgeting, contract administration, reimbursement, and fiscal oversight of federal and non-federal funds
  • Experience managing cost-reimbursable contracts, including budgets, invoices, and foundation or government funding
  • Experience researching, developing, writing, and coordinating federal, state, local, or private grant applications, including narratives, budgets, attachments, and deadline management
  • Knowledge of principles and practices of public administration, contract administration, and fiscal management
  • Knowledge of homelessness services systems and special needs program development and operations
  • Ability to read, interpret, and apply laws, rules, regulations, policies, and procedures, including 2 CFR 200 (Uniform Guidance), the
HUD HEARTH
Act, and 24 CFR Part 578
  • Knowledge of federal and state housing program regulations, including ESG and Continuum of Care (CoC) Program requirements
  • Experience using HUD systems such as e-snaps, SAGE, ELOCCS, or similar grants management and reporting systems
  • Strong analytical skills, including the ability to evaluate outcomes, identify issues, and implement solutions
  • Ability to communicate information clearly and concisely, both verbally and in writing Preferred Qualifications
  • Experience preparing or reviewing HUD reports, including the Continuum of Care APR
  • Experience supporting audits, monitoring, or compliance reviews
  • Experience with grant management software and financial tracking systems
  • Experience providing technical assistance or guidance to subrecipients or partners
  • Experience with federal and state grant
  • Strong technical and professional writing skills, including experience drafting narratives, reports, and funding justifications Additional Requirements
  • Experience with annual budgeting and resource allocation, including subrecipient contracting of federal, state, and local funding
  • Must have reliable transportation, a valid state-issued driver's license, and current car insurance; travel within Marion and Polk Counties may be required
