• Join Our Team as a Grants/Contracts Officer! The Contracts and Procurement (CAPS) team is a group of highly skilled, collaborative, procurement professionals, who support statewide programs and the communities they serve. We are looking for a detail-oriented person who takes pride in their work and is willing to learn. If your contract/procurement experience is limited, we will coach new hires whose drive, passion, and values align with the team and our commitment to serving Idahoans across the state. This position is based out of the downtown Boise location. This position may be eligible for limited telework after successful completion of probation and necessary training. Approval to telecommute is not guaranteed and subject to termination at any time. We are looking for individuals that are: A collaborative team player who contributes positively to team dynamics Adaptable, resilient, and comfortable navigating changing conditions An excellent communicator with written, editing, analytical, and oral communication skills Skilled at breaking down complex contracting concepts into jargon-free explanations Experienced in state procurement, including competitive bidding and relevant legal requirements Self-driven, customer focused, and committed to consistency and accuracy Committed to compliance with rules and regulations and have the technical knowledge to back it up.

Build your professional network as a liaison between contract managers, monitors, contractors, subgrantees, state and federal agencies. Hone your skills by developing a wide variety of bidding documents (Requests for Proposals-RFP, Requests for Quotations-RFQ, and Invitation to Bid-ITB), contract Scope of Work, Cost and Billing procedures, Reporting requirements and other contract documents in collaboration with contract managers and monitors. Demonstrate your subject matter expertise by leading Department staff in the creation of an assortment of procurement materials. Use your business acumen to evaluate and analyze statistical and financial information relating to contract records. EXAMPLE OF DUTIES
Guide internal customers on the appropriate procurement path for their projects Work with internal and external customers to develop and execute subgrants and contracts Work with internal customers to create, post, review, and facilitate evaluation of RFPs, ITBs, and RFQs, as appropriate Work with the Division of Purchasing for exemptions and sole sources
MINIMUM QUALIFICATIONS
You must possess all the minimum qualifications below to pass the exam for this position. Experience developing grants or contracts including identifying goals and timetables and determining program needs and funding. Typically requires at least one year of experience preparing grant or contract applications including assessing and determining program needs and funding, identifying goals and establishing timetables, and negotiating terms and conditions OR at least one year of experience providing technical assistance in all aspects of grant or contract development. Experience monitoring and evaluating grant or contract activities and expenditures. Typically requires at least one year of experience monitoring and evaluating grant or contract activities for compliance with grant or contract provisions, laws and regulations AND evaluating appropriateness of expenditures for contract activities OR at least one year of experience evaluating requests for proposals (RFPs), recommending proposal awards, negotiating final proposal provisions and reviewing proposal activities for compliance/conformance OR providing technical assistance in all three areas (grants, contracts, and proposals). Experience interpreting laws, regulations, and policies and advising on their requirements. Typically requires at least one year of experience interpreting and applying laws, reviewing information or documents for compliance with laws and regulations or explaining to others how laws and regulations apply to specific situations. Experience evaluating statistical and financial information and developing reports of findings. Typically requires at least one year of experience evaluating and analyzing statistical and financial information and preparing narrative or statistical reports of findings. Below is preferred experience. It is not required for the position but applicants with this experience may receive consideration over other applicants. Experience creating contracts and/or procurements. Typically gained by 1 year of experience or education. Familiarity with the Idaho Administrative Procedure Act (IDAPA) .
