Job Description

Cordoba Corporation is a leading engineering and program management firm based in California and we have an upcoming Proposal Manager opportunity. This role will lead and elevate Proposal-Pursuits proposal development, and strategic input with capture efforts across all four business sectors including Energy, Water, Transportation, Education-Facilities. The Proposal Manager is responsible for managing highly strategic pursuits, developing winning proposal content, leading teams through the entire pursuit lifecycle: Pre-Capture, Capture, Proposal, Post-Submittal, Execution. In addition to high level strategic discussions on process improvement, mentorship and forward-looking ideas, this position serves as a strategic partner to Sector VPs, Operations, and Business Development staff, and plays a vital role in maintaining Cordoba's excellence in client service and delivery. This role is central to strengthening Cordoba proposal pursuit discipline, developing best-in-class proposal practices and driving strategic growth in key client markets across California and the Western United States. Strategic Pre-Capture/Capture Responsibilities Co-Lead with Sectors strategy, Go/No-Go participation, client intel, competitive positioning, and winning themes. Support Sector VPs and BD teams in Middle Game/prepositioning efforts. Align pursuits with sector growth plans through coordination with operations and technical staff. Proposal Management-Development Responsibilities Manage full proposal lifecycle including interviews. Lead kickoff meetings, strategy sessions, reviews, and compliance checks. Write, Edit and Interview technical sections. Support SMEs in translating technical content into compelling narratives. Lead development of presentations and interview preparation. Work with Graphic designer on branding and layout. Quality Assurance & Compliance Facilitate and lead Color Reviews (Green/Red/Gold Teams). Perform QA/QC for accuracy, clarity, compliance, and brand alignment. Ensure all
RFP/RFQ/RFI
requirements are fully addressed with no compliance gaps. Bachelor's degree in Communications, Marketing, Business, English, Journalism or related field required 10+ years of A/E/C or professional services proposal experience required; preferably supporting public-sector clients in California Experience leading complex, multi-disciplinary proposals Understanding of A/E/C professional services (PM, CM, Engineering, Design, Project Controls, Design-Build, EPC) Utilize Adobe products (InDesign, Photoshop, Illustrator) for proposal efforts. Demonstrate proficiency in Microsoft SharePoint and Office products. Ability to demonstrate proficiency in organizational skills and ability to multi-task high priorities Excellent proposal management and time management skills Strong focus on attention to detail and presentation with clear, concise writing skills Excellent verbal and interpersonal communication with
VPs and Technical SMEs Pay Range:
$110,000 - $125,000 per year

Remote (California residents preferred)
Travel:
Up to 10% travel to the Cordoba office locations in
California Visa Sponsorship:
