Job Description

Proposal Manager On behalf of our government contracting client, Procom is searching for a Proposal Manager for a 6-month contract position. This position is a hybrid position with 3 days onsite at our client's Rockville, Maryland office.
Job Description Overview:
Our client is seeking a Proposal Manager to lead compliant, well-structured federal and state proposal efforts across prime and subcontract opportunities. This role is responsible for managing the operational execution of proposals, ensuring schedules, compliance matrices, writing assignments, and review cycles are executed effectively and on time. This position is ideal for an experienced federal proposal professional who has successfully managed federal submissions and can operate independently in a fast-paced small business environment.
Core Responsibilities:
Proposal Execution & Coordination Manage the end-to-end proposal lifecycle from kickoff through submission Develop proposal schedules, outlines, and compliance matrices Track writing assignments and ensure accountability Coordinate proposal artifacts across technical, management, and past performance volumes Facilitate proposal status meetings Compliance Management Interpret Instructions to Offerors and Evaluation Criteria section requirements. Maintain structured compliance matrices Track amendments and ensure incorporation of updates Content Oversight Support integration of Win themes provided by Capture/BD Draft and edit non-technical sections (Past Performance, Resumes, Corporate Experience, etc.) Coordinate with pricing and the executive team Color Team Coordination Prepare Color Team drafts Incorporate reviewer feedback Ensure document readiness for executive review Submission Oversight Oversee document formatting and production Validate submission instructions and requirements Prepare submission documentation packages
Mandatory Skills:
Bachelor's Degree in Journalism, English, or a similar focus 5-8 years of federal proposal development experience Minimum 3 consecutive years as Proposal Manager for a small to mid-sized Government Contractor Experience managing $10M-$75M federal proposals Familiarity with FAR-based environments Strong organizational discipline Clear communication skills
Nice-to-Have Skills:
Experience with multi-volume submissions Demonstrated ability to manage concurrent proposals Process management with awareness that it may vary depending on the response Great storytelling with the ability to clearly convey our message Detail orientation
