Job Description

Other responsibilities will include:
- Lead the formulation of price strategy and price-to-win in conjunction with prime contract and project leads, review prime solicitation packages, and draft subcontract solicitation packages to support prime proposal. Strategize pricing and scheduling, communicate with subcontractor teammates, assess responses, and coordinate with stakeholders.
- Conduct price analysis evaluation of subcontractor proposals and write subcontract price analysis narratives for prime contract proposals.
- Utilize IBM procurement systems, process task orders and modifications, and serve as the primary interface between IBM and subcontractors in the pre
- and post-award phase.
- Negotiate subcontract agreements, prepare small business subcontracting plans on proposal efforts, and ensure appropriate prime contract flow downs and firm or agency provisions are incorporated into subcontract agreements.
- Process subcontract negotiations for reasonable pricing and favorable terms, with guidance from management and input from stakeholders.
- Maintain subcontract files and ensure compliance with Contractor Purchasing System Review (CPSR) requirements and the
IBM Federal Procurement Blue Book :
Create and manage audit files that meet customer requirements and adhere to IBM policies.- Work as part of a team and use effective communication in daily interactions with internal and external clients. Help resolve subcontract requirements by offering advice based on interpretation and expertise. Serve as a liaison, facilitating communication between subcontract stakeholders and coordinating with program managers and matrixed organizations.

- Acting with speed to enable revenue growth. Required education Associate's Degree/College Diploma Preferred education Bachelor's Degree Required technical and professional expertise
- Integral knowledge of Government Contracting to include
FARS/DFARS
- Comprehensive understanding of Contractor Purchasing System Review (CPSR) requirements
- Understanding of end-to-end procurement process
- Experience in procurement & Extensive knowledge of subcontract administration practices, procedures, and processes supporting federal contracts.
- Experience with various types of contracts, including Firm Fixed Price (FFP), Firm Fixed Price Level of Effort (FFPLOE), Cost Plus Fixed Fee (CPFF); Term and Level of Effort (LOE), Time and Materials (T&M); and various Indefinite Delivery Indefinite Quantity (IDIQ) types. Preferred technical and professional experience
- Experience with negotiating subcontract terms, conditions, non-disclosure and teaming agreements.
- Experience with government subcontract file documentation and CPSR requirements, as well as the proposal process in support of federal acquisitions.
- In-depth understanding of relevant laws, regulations, terms, conditions, and policies governing assigned subcontracts, including FAR, DFAR, and CAS.
