Performs highly complex (senior-level) contract management work for the Facilities Management and Operations Division (FMO) of the Texas Facilities Commission. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. Work involves coordinating, tracking, and evaluating a broad range of contracts within FMO.Essential Duties:
The Contract Specialist III:
Manages a portion of FMO contracts in accordance with FMO, TFC, and State Contract Management requirements. Serves as a liaison between division contract managers and agency departments to ensure compliance with program, legal, HUB, and fiscal requirements. Oversee the status of all FMO contracts and ensure compliance with applicable laws, rules, and agency policies. Prepare contract reports for division management and the Commission. Reviews and approves purchase requisitions. Develops solicitations, contracts, and amendments by identifying provider resources, describing services to be rendered, evaluating information supplied by bidders, and negotiating contract specifications. Monitors contract performance by examining billings, fiscal data, and eligibility determinations for compliance with terms of contract and policies. Tracks fiscal expenditure reports for completeness, appropriateness, and accuracy. Evaluates expenditure data and makes projections to ensure appropriate use of funds. Coordinate the risk assessment process for contract monitoring and planning. Coordinate and facilitate some of the more complex procurement-related meetings such as kick-off and pre-proposal meetings, post-award conferences, team briefings, and evaluation scorings. Conduct needs assessments to determine requirements for the purchase of goods or services. Negotiate contracts, contract renewals, and amendments. Monitor legal and regulatory requirements pertaining to contracting. Advise internal and external stakeholders on contract administration, policies, and procedures. Provide input regarding the cancellation of contracts when deviations occur. Prepare specifications for requests for bids. Performs related work as assigned.Minimum Qualifications:
Graduation from a standard senior high school or equivalent (GED). Three (3) years of experience in Texas procurement or contract development, management, evaluation, and monitoring. Certified Texas Contract Manager (CTCM) If not already obtained, CTCM certification is required within one (1) year of employment. Experience and education may be substituted for one another Ability to maintain the security or integrity of the infrastructure of the State of Texas.Preferred Qualifications:
Graduation from an accredited four-year college or university with major coursework in business administration or a relevant field.Certifications:
o Certified Texas Contract Manager (CTCM) o Certified Texas Contract Developer (CTCD)Knowledge, Skills & Abilities:
Extensive knowledge of state laws and statutes regarding contract management practices. Extensive knowledge of the states purchasing policies and procedures. Knowledge of HUB Good Faith Effort policies and procedures. Proficient skill in evaluating products, equipment, and material; analyzing and organizing technical data. Proficient skill in the use of personal computers and applicable programs, applications, and systems. Proficient skill in handling multiple tasks. Demonstrated ability to evaluate contracts and recommend future status. Demonstrated ability to read, understand, and adhere to departmental policies and procedures, and the law controlling state purchasing operations. Demonstrated ability to perform cost analysis, supplier qualifications, and contract negotiations. Ability to provide customer service. Ability to communicate effectively, both orally and in writing.Work Schedule:

This classification functions in a standard office environment. There are no unusual dangers involved, but the position will have exposure to dust, environmental allergens, pathogens, and other microorganisms consistent with business activities and human contact. The position holder must be able to work effectively with people under varying conditions, must be able to work extended periods at a computer, and must be able to work longer than eight hours in a work-day as necessary. Physical requirements also include the ability to move items up to 30 lbs. and perform tasks requiring fine motor skills and coordination.
