WHO WE'RE LOOKING FOR
The Contracts Administrator II reports directly to the Manager, Procurement. This position is responsible for the purchase of high dollar supplies, equipment, services and construction through formal solicitation methods (IFB, RFP, SOQ) using public purchasing policy and procedures. Administer resulting contracts through closure. Work independently on multiple complex projects. Negotiate the most complex contracts, contract renewals, amendments and plan changes.WHAT YOU'LL BE DOING
Procurement & Solicitation Develop and manage procurement plans; determine appropriate procurement and contracting methods. Assist department and project managers in developing specifications and statements of work. Prepare and issue formal solicitations (IFB, RFP, SOQ) in compliance with applicable laws, rules, and regulations. Identify qualified vendors, conduct vendor conferences, and resolve vendor inquiries. Evaluation, Negotiation & Award Analyze bids and proposals; conduct responsibility surveys and responsiveness determinations. Perform cost and price analyses; establish pre‑negotiation positions and lead negotiations. Prepare price negotiation memoranda and recommend vendors for contract award. Draft contractual terms and conditions, including findings and determinations, for supply, service, and construction contracts (fixed‑price, variable quantity, and cost‑reimbursable). Contract Administration & Compliance Monitor contract performance and resolve issues during execution. Prepare contract management plans and conduct contract surveillance to ensure compliance. Review insurance certificates and bid, performance, and payment bonds for compliance. Participate in post‑award conferences and ensure receipt of required submittals and deliverables. Review invoices and certified payrolls to ensure contractual compliance and prompt payment. Audit, Risk & Dispute Resolution Resolve audit exceptions; develop and monitor corrective action plans. Analyze complex contracting issues and recommend solutions, including approaches that differ from precedent. Prepare findings of fact related to contract disputes. Issue cure notices, show‑cause letters, and process terminations for default or convenience. Negotiate and execute settlement documents for partial or total contract terminations. Contract Modifications & Closeout Prepare and execute contract modifications. Perform contract closeout activities in accordance with regulatory and contractual requirements. Governance & Reporting Prepare procurement-related items for Board agendas. Safety & Other Duties Support Capital Metropolitan Transportation Authority's Safety Management System (SMS) by adhering to safety and security policies and reporting concerns. Perform other duties as assigned. Support Capital Metropolitan Transportation Authority's Safety Management Systems (SMS) process by following safety and security policies, considering safety in every action and reporting safety and security concerns. Perform other duties as required and/or assigned.WHAT YOU BRING
Bachelor's degree in purchasing or a related field. Related experience may be substituted on a one-for-one basis up to four (4) years. (CPM) Certified Purchasing Manager, (CPCM) Certified Purchasing Contracts Manager, (CPPO) Certified Public Procurement Officer, (APDP) Acquisition Professional in Supply Management or similar certification preferred but must obtain within one (1) year of employment. Three (3) years of procurement experience including either three (3) years in government or transit related field using formal solicitation methods and contract administration; or three (3) years supervisory experience in Procurement or directly related field. Recent experience using personal computer for data entry, word processing, and spreadsheet applications. Knowledge, Skills and Abilities Knowledge of public purchasing methods and procedures. Familiarity with the Federal Transit Administration's Circular 4220.1F and Chapter 451 of the Texas Transportation Code is preferred. Ability to compile and analyze data and make complex estimations. Ability to negotiate effectively, to establish and maintain cooperative working relationships, and to use tact and diplomacy when working with internal customers and vendors. Ability to communicate clearly and concisely in writing and orally and to produce documents using proper sentence structure, grammar and punctuation. Ability to maintain fiduciary obligation when handling materials and information of a confidential nature.Similar remote jobs
