Job Description

Our Geographic Sales Operations career path is your opportunity to help Jacobs win work so we can tackle our clients' challenges and lay the foundation for human progress. In the Proposal Manager - TxDOT position, you will provide leadership or support on a variety of business development assignments, ranging from proposals to qualification statements, with a priority on TxDOT pursuits. All members of our Geographic Sales Operations team are self-starters, possess excellent verbal and written communication skills, develop creative solutions to tackle challenges, strive to be team players ready to support each other with a vested interest in the success of Jacobs. Our Proposal Managers will be responsible for the following key activities:
  • Independently lead the End Game coordination and preparation of proposals of all sizes, working directly with technical staff with a priority focus on TxDOT pursuits. This role may also support large, strategic opportunities, working under the guidance of senior Sales staff
  • Lead and/or support planning and development of presentations and interviews
  • With no supervision, coordinate, write, edit/tailor, and perform research for non-technical proposal sections; ensure compliance; proactively identify, communicate, and mitigate potential issues/variances
  • Lead kick-off meetings and other milestone meetings, as appropriate
  • Participate in opportunity planning/Middle Game activities
  • May suggest teaming partners/subconsultants, as well as qualified Jacobs staff during kick-off/strategy sessions and organization chart development
  • Offer an understanding of business objectives, priorities, and sales strategy, especially as they relate to the End Game proposal process
  • Serve as a subject matter expert on, advocate, and actively follow Sales Operations procedures, policies, protocols, and best practices, including standard file management and archiving procedures, as well as Branding Guidelines
  • Employ and populate/update (as appropriate) business development-related tools and databases
  • Foster strong, mutually beneficial working relationships with Operations, other Sales Operations staff, Selling Units, and Sales Enablement teams both locally and across the network In addition, Proposal Managers are expected to demonstrate the following progressive skills in leadership, sales strategy, sales functions and processes, and Jacobs/industry acumen: Leadership
  • Coordinate/provide direction to graphic designers, document publishers, writers/editors, reprographics specialists, and other support staff, independently coordinate with and collect information from teaming partners and subconsultants
  • Manage self and proposal team, monitoring progress and adherence to proposal schedule
  • Solve issues independently; identify and implement creative solutions to challenges; escalate to leadership as necessary
  • Successfully guide, influence, and convince others with advanced communication and negotiation skills Sales Strategy
  • Lead a variety of business development assignments, ranging from proposals to qualification statements; support large, strategic, complex efforts under the guidance of senior Sales Operations staff
  • Support development of opportunity planning/Middle Game deliverables
  • Participate in debrief meetings on completed proposals and apply lessons learned to future efforts
  • Seek opportunities to enhance company image/brand on proposals and presentations
  • Possess understanding of objectives and services provided by the firm Sales Functions and Processes
  • Demonstrate excellent verbal and written communication skills; possess effective active listening skills
  • Understand proposal time commitments and time management
  • Prioritize own and others' work to meet proposal/team deliverables
  • Write and update project descriptions/summaries, success stories, and lessons learned, as well as resumes and other documents with little no supervision
  • Possess knowledge of and ability to perform contributing skills (including document publishing, editing, and reprographic standards) supporting application of best practices
  • Offer suggestions to leadership for improvements/additions and lessons learned to streamline processes, procedures, and tools/databases
  • Prepare and ensure compliant and timely proposal deliverables, including managing proposal process and schedule, and meeting client requirements; communicate issues/variances

  • BS/BA or equivalent related degree.
  • 5+ years of relevant experience (or equivalent) in proposal deliverables, including managing proposal process and schedule, and meeting client requirements.
  • Ability to foster strong, mutually beneficial working relationships with Operations, other Sales Operations staff, Selling Units, and Sales Enablement teams both locally and across the network.
  • Ability to coordinate/provide direction to graphic designers, document publishers, writers/editors, reprographics specialists, and other support staff, independently coordinate with and collect information from teaming partners and subconsultants.
  • Understanding in proposal time commitments and time management.
