Duties Help The primary purpose of this position is to develop, review, coordine and execute the wing's Emergency Management (EM) program plan in support of DOD, Joint Service, Air Force, MAJCOM, ANG, Numbered Air Force, federal, ste, and county plans in the area(s) of Prevention, Protection, Mitigion, Response, and Recovery. The position develops, manages and executes the wing EM programs, ensuring effective prevention, protection, mitigion, response, and recovery operions to allow continued mission capability the wing level. Develops, coordines, obtains approval, and publishes plans and procedures for implemention of wing policies and instructions reling to Emergency Management (EM). Conducts wing EM assessments; interprets and analyzes assessment results. Conducts initial and recurring training programs for EM functional areas. Serves as Emergency Operions Center Manager under the direction of the EOC Director. Exercises supervisory personnel management responsibilities. Participion in direct deposit is mandory. Membership in the Colorado Air Nional Guard. Must hold the grade of E-6 thru E-8. Submit all required documention. For positions requiring the operion for motor vehicle, candides must have a valid ste driver's license for the ste in which they live or are principally employed. For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment. Position is required to maintain classified documents; therefore, requires a security clearance. Must have successfully completed, or be able to complete within six (6) months of appointment to position, the Air Force Emergency Management Course. Must possess or obtain, within six months of appointment to position, hazardous merials level training certificions through (IFSAC) or Pro Board Fire Service Professional Qualificions System Awareness, Operions, and Technician. May be required to be certified on and wear emergency protective equipment IAW DOD guidance. Must have successfully completed technical military training school basic EM Apprentice course and the CBRN Responders Course.

Knowledge is mandory of the characteristics and effects of peacetime WMD and wartime conventional and CBRN weapons; detection and identificion of CBRN contaminion; thre analysis; passive defense measures; principles of contaminion control; reled technical informion, policies, procedures, techniques, and equipment; and EM and contingency planning, training, operions, equipment supply procedures, directives, and policies. Working knowledge is required in how to develop, coordine, obtain approval, and publish plans and procedures for implemention of installion policies and instructions reling to Emergency Management (EM). Knowledge of emergency management and reled directives, policies, regulions, procedures, and methods; and the collaborion and fostering of relionships between Federal, Ste, Tribal, and local governments, non-governmental organizions (NGOs), and the prive sector, and their response mechanisms and authorities. Experiences involve providing hazardous merials (HAZMAT) responses for unknown or suspect CBRN incidents; or in coordining actions to ensure prompt response during EM operions including immedie mobilizion of resources and participion of agencies and organizions. Experiences and skills are needed in opering a mobile communicions center to provide a command and control plform for the Incident Commander. Knowledge in working an integred CBRN detection, warning, and reporting system. Capable of preparing manual and automed plume models for CBRN events and interpreting da for installion leadership. Experiences involve determining contaminion levels, identifying contamined areas and/or coordining with Bio-Environmental Engineers to establish proper protective measures. Experienced in collecting and preparing samples and ensures proper transport of samples from suspected CBRN events. Skilled in conducting initial and recurring training programs for EM functional areas; developing and conducting installion EM and CBRN reled training for first and emergency responders, specialized teams, and installion personnel. Educion High School Diploma is required with successful completion of courses in algebra, biology, physics, chemistry, typing/keyboarding, computer operions, English grammar and composition, speech, and general science. College academic courses in business management, speech, English grammar, algebra, biology, physics, chemistry, and computer operions are highly preferred. Advanced educion must have been obtained in an accredited business, civilian or military technical school, junior college, college or university. Must have successfully completed technical military training school basic EM Apprentice course and the CBRN Responders Course. Completion of the military technical training school (Seven Skill Level) Craftsman EM course is preferred.
