Vision Planning and Consulting, LLC (VPC) is a small business specializing in emergency management, disaster recovery, hazard mitigation, grants management, strategic planning, and public outreach. VPC supports federal, state, and local government agencies nationwide by providing scalable emergency management and disaster recovery support before, during, and after disasters. Our team members support Emergency Operations Centers (EOCs), field operations, disaster recovery programs, and community resilience initiatives across the nation through the deployment of experienced personnel, technical expertise, and rapid deployment capabilities.
Position Summary:
VPC is seeking qualified Disaster Response & Recovery Specialists to support on-call emergency management and disaster recovery operations nationwide. Personnel may deploy to support local, state, or federal clients before, during, and after emergency events including hurricanes, floods, severe storms, wildfires, and other disasters. This is an on-call, deployment-based position. Selected candidates must be able to deploy anywhere within the United States with short notice.
Assignments may include work in:
Emergency Operations Centers (EOCs), Disaster Recovery Centers (DRCs), shelters, field operations, Joint Field Offices (JFOs), points of distribution, or other emergency management environments. Individuals without directly relevant experience in the following areas

Potential Roles & Functional Areas:
Qualified candidates may support one or more of the following functions: Emergency Operations Center (EOC) support WebEOC support Incident Management Team (IMT) staff augmentation Operations, Planning, Logistics, and Finance/Admin Section support Emergency Support Function (ESF) coordination Public information, crisis communications, and community outreach Disaster Recovery Center (DRC) operations Shelter and family assistance center support Situational awareness and data management support Volunteer and donations management
Key Responsibilities:
Support emergency management and disaster recovery operations in field or EOC environments Assist with incident action planning, situation reporting, documentation, and operational coordination Coordinate with government agencies, community stakeholders, and partner organizations Support public outreach, survivor engagement, and recovery communications efforts Collect, organize, and analyze operational or recovery-related data Maintain accurate records, reports, and project documentation Support logistics, resource tracking, and operational planning activities Perform assigned duties in fast-paced and rapidly changing disaster environments Adhere to all client, FEMA, state, and local emergency management procedures and requirements
Qualifications:
Education & Experience:
Bachelor's degree in emergency management, public administration, planning, or a related field preferred. Relevant disaster response or recovery experience may substitute for education Prior experience supporting emergency management, disaster response, disaster recovery, EOCs, IMTs, or FEMA/state-funded programs is required.
Preferred Experience Areas:
EOC operations or
ICS/NIMS
environments Experience operating within ICS Command and General Staff (IC, PIO, Liaison/Safety Officer), and/or ICS Sections (Operations, Planning, Logistics, Finance/Admin) Public Outreach and Crisis Communications Community Recovery Operations WebEOC and other situational awareness tools Volunteer or donations management
Required Skills:
Strong written and verbal communication skills Ability to work independently and in team environments Strong organizational and problem-solving skills Ability to multi-task and work under pressure in emergency situations Proficiency in Microsoft Office Suite (Word, Excel, Outlook, Teams, PowerPoint) Ability to quickly adapt to changing operational environments Certifications (Preferred): The following FEMA Independent Study courses and/or related credentials are preferred:
ICS-100 ICS-200 ICS-700 ICS-800
Position-specific FEMA or State NQS credentialing is a plus
Deployment Requirements:
Must be able to deploy anywhere within the United States with short notice Must be willing to work extended hours, weekends, and holidays during activations Must be able to travel for weeks at a time Must be authorized to work in the

Compensation is competitive and based on experience, qualifications, certifications, and deployed role assignment.
