POSITION SUMMARY
The incumbent in this position provides administrative support to the Emergency Management Agency / EMA Director with planning, organization and conducting operations for the mitigation against, preparedness for, response to and recovery from major emergencies and disasters in Columbia County. Position serves as the primary point of contact for internal and external customers requesting information or services from EMA. Flexibility to work non-traditional working hours may be required. Guidelines for this position follow federal/state EMA guidelines as well as county departmental rules and regulations. Contacts will include department managers, employees, schools, civic groups, the general public and volunteers. Guidelines consist of the County Code of Ordinances, Comprehensive Policy Manual, departmental policies, state and federal grant procedures. Performs work assigned by the EMA Director, Administrative Manager, Operations Manager, Board of Commissioners and/or County Management. Ability to work under significant physical and mental stress may be required. Occasional lifting heavy objects and equipment weighing up to 50 pounds is required. Exposure to dust, unpleasant odors, high noise levels, inclement weather, and situations such as natural disasters, search and rescue missions, and deaths may be encountered when responding to requests for assistance. A Monday through Friday work schedule will be typical, but nontraditional working hours will also be required as directed. A minimum of an associate's degree and relevant experience preferred; a bachelor's degree and/or five years' experience is ideal. Basic and Advanced Certified Emergency Manager Certifications or ability to obtain Advanced Certification within two years of employment and ability to become National Incident Management System compliant within nine months of employment required. Ability to hold or readily obtain a valid driver's license is required.
PRINCIPAL ACCOUNTABILITIES
Provides internal and external customer service by making and receiving phone calls for the department. Assists in the plans and preparedness training events hosted by EMA for county personnel and citizen participation. Assists in maintaining resource manuals. Assists in response and recovery efforts during emergencies. Assists with necessary documentation to advertise legal notice for bids, compiles contract documents for distribution and execution and prepares bid tabulations. Assists with the monthly agenda and minutes for monthly and called committee meetings. Assists with the information for the Board of Commissioners meetings and provides follow-up action on each item approved. Responsible for volunteer coordination; recruits, screens and trains volunteers; alerts volunteers of impending emergency or actual disaster requiring the aid of volunteer teams; briefs volunteers and coordinates volunteer response operations. Coordinates training and maintenance programs for all volunteers and participation with all volunteer team activities. Coordinates with outside vendors for the procurement of materials and supplies for the department. Maintains updates for contact resources, policy and procedure manuals and regional plans. Assists the EMA Director with emergency and non-emergency telephone notifications. Attends meetings, trainings and conferences for the purpose of increasing professional knowledge. Assists department with annual budget preparation and entry. Prepares and maintains records of departmental and project budgets. Processes requisitions, purchase orders and invoices. Reconciles purchase card statements and enters charge codes into the online platform. Coordinates timesheets and completes payroll data entry for the GIS Department. Perform all other duties as assigned.
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of the local government structure and functions of county departments. Knowledge of Federal, State and local laws, codes and regulations and county policies. Knowledge of operations, services, requirements and activities of the department. Knowledge of State and Federal grants management, procedures, completion and reports required for record keeping. Knowledge of the principles and procedures of program planning, implementation and evaluation. Knowledge of principles and practices of budget and contract administration. Knowledge of policies and procedures of the department. Knowledge of principles and practices of customer service. Knowledge of general office practices, procedures and equipment. Skill in written and oral communication. Skill in the use of radios, communications platforms and devices. Ability to use and maintain GIS based products for the county. Ability to understand the organization and operation of the County and outside agencies as necessary. Ability to prioritize work and perform multiple functions at once. Required to obtain the Advanced Certified Georgia Emergency Manager certificate within two years of employment. Ability to work independently in the absence of supervision. Knowledge of basic accounting and bookkeeping practices, including budget preparation, financial data entry, and the use of related clerical software. Ability to analyze problems and identify alternative solutions. Ability to work cooperatively with county officials, departments and outside agencies.
DESIRABLE TRAINING AND EXPERIENCE A
minimum of an associate's degree and relevant experience preferred; a bachelor's degree and/or five years' experience is ideal. Basic and Advanced Certified Emergency Manager Certifications or ability to obtain Advanced Certification within two years of employment and ability to become National Incident Management System compliant within nine months of employment required. Ability to hold or readily obtain a valid driver's license is required. A combination of education and/or work experience may be substituted for minimum requirements.
