GENERAL SUMMARY
The Program Manager of Emergency Management and Business Continuity (EMBC) is responsible for the leadership, development, and execution of comprehensive emergency preparedness and business continuity programs across assigned hospitals, business units, or ambulatory sites within the health system. This position ensures organizational resilience through strategic planning, incident readiness, regulatory compliance, and coordinated emergency response. The Program Manager serves as a subject matter expert and provides operational leadership during incidents, ensuring the continuity of care and business operations in alignment with Henry Ford Health's mission and regulatory requirements.
EDUCATION/EXPERIENCE REQUIRED
Bachelor's degree in Emergency Management, Homeland Security, Public Health, Healthcare Administration, or a related field required. Master's degree strongly preferred. Minimum five (5) years of progressive experience in emergency management, public safety, business continuity, or disaster planning required, preferably in a healthcare or large institutional setting. Minimum two plus (2+) years in a supervisory or program leadership role. Proven ability to lead emergency management and/or business continuity programs in a complex, high-acuity environment. Healthcare experience preferred. Strong knowledge of federal, state, and local emergency management regulations, standards, and frameworks (e.g., NIMS, HSEEP, CMS, NFPA 1600). Advanced leadership and communication skills, with the ability to influence across levels and disciplines. Crisis decision-making capabilities and the ability to manage real-time operations under pressure. Excellent project management and organizational skills, with experience managing multiple initiatives concurrently. Strategic planning expertise, including risk assessment, business impact analysis, and scenario development. Deep understanding of the Hospital Incident Command System (HICS) and its integration with local and regional response systems. Experience developing and delivering emergency preparedness training for diverse audiences. Proficiency in developing policies, writing technical documents, and presenting data to executives. Familiarity with emergency notification systems, incident management software, and electronic documentation tools.
CERTIFICATIONS/LICENSURES REQUIRED
Completion of FEMA Professional Development Series (PDS), IS 100, 200, 300, 400, 700, and 800 required or within six (6) months of hire. HSEEP certification required or within six (6) months of hire. Professional certification required (e.g., Certified Business Continuity Practitioner [CBCP], Certified Healthcare Emergency Professional [CHEP], Professional Emergency Manager [PEM], or similar within two (2) years of hire). Current or previous healthcare clinical or support services background preferred (e.g., RN, Paramedic, Security, Infection Control). Valid Michigan Driver's License required. Must be able to travel between sites as needed.
