Job Description

Under general administrative direction, plans, organizes, and coordinates the County Emergency Preparedness Program and performs related duties. An employee in this class serves as a technical expert on all matters concerning hazardous materials incidents. Employee assists in preparing an emergency management plan for the county, which outlines the procedures to be followed in a natural or man-made disaster. Work also involves conducting industrial training programs. Responsible for developing plans for preparedness, response, mitigation, and recovery to natural or technological disasters. Plans and develops teamwork with local first responder agencies, municipalities, state, and federal partners. Responds to incidents, maintains operational facilities, including warehouses, and develops training exercises. Responsible for coordinating the efforts of the Local Emergency Planning Committee, ensuring community partners are aware and educated of the laws and regulations associated with hazardous chemicals and how to plan for emergencies Develops standard operating procedures for hazardous materials situations and coordinates multi-agency response to all incidents. Provides 24-hour response capability for emergency situations. Performs other duties as designated by the Emergency Management Director. Coordinates and assists City and County departments and agencies in the preparation of annexes to the basic plan relating to their activities and responsibilities. Prepares reports required by State and Federal Offices of Emergency Management. Prepares and participates in public relations and information programs for radio, television, newspapers, and for speaking engagements. Makes budgetary estimates and provides supporting data for use of the Emergency Management Director in planning for budget requests. Determine facilities to be billed according to proper storage codes to match facility storage. Develops contingency plans for facilities with hazardous materials that will meet SARA-Title III requirements and coordinates them with the Alamance County Multi-Hazard Plan. Work with the facility on required Federal and State reporting (e.g., Toxic Release 313, Tier II, Right-to-Know, Underground Storage Requirements). Performs related duties as required. High School Diploma or G.E.D. required. Preferred Qualifications Associate's degree or further education preferred. Must have thorough knowledge of Federal, State, and local laws and regulations about emergency management and SARA

Prior experience working with emergency preparedness plans and supporting other agencies and departments in preparation of annexes to the basic plan. Must have basic to intermediate functional knowledge of computers.
License/Credentials:
Possession of a valid NC driver's license. NC Fire Commission Certified Haz-Mat certification (Operational Level) required.
