Role:
The Security Director is responsible for developing, implementing, and overseeing comprehensive security strategies to protect the organization's physical assets, personnel, and information. This role ensures the effective management of all security operations, including access control, emergency response, and personnel security protocols. The Security Director leads security training initiatives to enhance awareness and preparedness across the organization. They conduct regular security audits to identify vulnerabilities and implement corrective actions to mitigate risks. Ultimately, this position plays a critical role in maintaining a safe and secure environment that supports the organization's operational goals and compliance requirements. Essential Duties and Responsibilities Security Operations Develop, implement, and oversee Authority-wide security programs and operational procedures. Direct daily security operations for all residential communities, administrative offices, maintenance facilities, and Authority-owned properties. Supervise security supervisors, officers, and contracted security providers. Ensure appropriate staffing levels and deployment of security personnel. Evaluate security risks and implement appropriate mitigation strategies. Public Safety and Emergency Management Develop and maintain the Authority's Emergency Operations Plan and Continuity of Operations Plan (COOP). Coordinate emergency response activities involving fires, severe weather, utility failures, elevator entrapments, hazardous materials, criminal incidents, and other emergencies. Serve as the Authority's primary liaison during emergency incidents. Conduct emergency preparedness exercises and after-action reviews. Investigations Conduct or oversee administrative investigations involving security incidents, theft, vandalism, workplace violence, threats, misconduct, and criminal activity occurring on Authority property. Coordinate investigative activities with law enforcement agencies when appropriate. Prepare investigative reports and recommend corrective actions. Preserve evidence and maintain chain-of-custody procedures when necessary. Law Enforcement and Community Partnerships Maintain effective working relationships with: Atlantic City Police Department Atlantic City Fire Department Atlantic County Office of Emergency Management State and federal law enforcement agencies Emergency medical service providers Participate in public safety meetings and community engagement initiatives. Coordinate special event security planning. Security Technology Oversee the Authority's security technology systems, including: Surveillance cameras (CCTV) Access control systems Intrusion alarms Visitor management systems Emergency communication systems Develop plans for future security technology improvements. Policy Development and Compliance Develop and maintain security policies, emergency procedures, and operational guidelines. Ensure compliance with applicable federal, state, and local regulations. Monitor security-related contractual performance. Conduct security audits and vulnerability assessments. Training and Professional Development Develop and deliver security training programs for employees. Ensure security personnel receive required certifications and annual training. Promote a culture of professionalism, accountability, and customer service. Budget and Administration Develop and administer departmental budgets. Manage procurement of security equipment and contracted services. Prepare reports and presentations for executive leadership and the Board of Commissioners. Monitor departmental performance metrics and recommend operational improvements. Minimum Qualifications Bachelor's degree in Criminal Justice, Public Administration, Homeland Security, Emergency Management, Law Enforcement, Security Management, or a closely related field. Seven (7) years of progressively responsible experience in law enforcement, public safety, military security, emergency management, or institutional security. Five (5) years of supervisory or management experience. Preferred Qualifications Master's degree in Criminal Justice, Public Administration, Homeland Security, Emergency Management, or related discipline. Experience in public housing, municipal government, higher education, healthcare, or large institutional environments. Certified Protection Professional (CPP), Physical Security Professional (PSP), Certified Emergency Manager (CEM), or similar professional certification. Prior law enforcement or military leadership experience. Experience managing contract security services. Experience coordinating with federal, state, and local emergency response agencies. Knowledge, Skills, and Abilities Extensive knowledge of physical security principles and public safety operations. Knowledge of emergency management and incident command systems. Ability to conduct administrative investigations. Strong leadership and supervisory skills. Excellent written and verbal communication abilities. Ability to analyze security risks and implement practical solutions. Ability to establish collaborative relationships with residents, staff, contractors, and public safety partners. Ability to maintain confidentiality and exercise sound judgment. Special Responsibilities Serve as the Authority's Security Coordinator during emergencies. Participate in an executive on-call rotation for after-hours emergencies. Respond to significant incidents requiring executive-level oversight. Ensure that security personnel operate strictly within the scope of their assigned public safety responsibilities and do not perform maintenance, facilities, or other operational functions except as necessary to protect life and property during an emergency. Employment Requirements Successful completion of a criminal background investigation. Valid New Jersey Driver's License. Ability to obtain and maintain any required certifications. Availability for emergency response outside normal business hours. Compensation Competitive salary commensurate with qualifications and experience.
