EDUCATION/TRAINING
Bachelor's degree in Emergency Management, Community Planning, Communications or Technology, Public or Business Administration or other related field; computer and telecommunications skills required. Must obtain basic certification as an EMC in the Commonwealth of Pennsylvania within one (1) year of the date of hire. Must obtain advanced certification as an EMC in the Commonwealth of Pennsylvania within three (3) years of the date of hire. Must obtain professional certification as an EMC in the Commonwealth of Pennsylvania within five (5) years of the date of hire. Must be a certified Radiological Monitor with one (1) year of the date of hire. Must be certified in hazardous material at the "operations level" within six (6) months of hire. Must successfully complete Basic First Aid and CPR within six (6) months of hire. Must attend all required federal, state and local government training.
WORK EXPERIENCE

FRANKLIN COUNTY DIRECTOR, EMERGENCY SERVICES/EMERGENCY MANAGEMENT COORDINATOR
(EMC) Position Description Exempt
OVERALL OBJECTIVE OF JOB
The primary purpose of this position is to direct and administer the overall Emergency Management Agency, Hazardous Material Program and the 911 Communication Center, and to coordinate public safety activities and programs within the County. The Director is a department head level position and is required to perform mid to upper-level analysis including the ability to coordinate, strategize, systemize, and correlate, using discretion in determining time, place, and/or sequence of operations within an organizational framework. Must implement decisions based on such data, and oversee the execution of these decisions. To guide the County's ability to prepare for, prevent, respond and recover from any natural or manmade disaster or emergency.
ESSENTIAL FUNCTIONS OF JOB
Administers and manages overall Emergency Services Programs, services and public safety activities within the County and assures compliance with all rules and requirements Supervises, directs and assigns work to all staff positions within the Emergency Management Agency, Hazardous Material Program and 911 Communications departments. Prepares and administers department budget for approval by the County Commissioners. Recommends staffing and expenditure levels, prepares and submits grant applications, approves expenditures. Writes and submits reports regarding department activities. Serves as the Franklin County EMC and liaison for federal, state and local government agencies. Coordinates the delivery of services pertaining to emergency planning and response between the general public, emergency services agencies, emergency management agencies, municipalities, human service agencies, county, state and federal governments. Establishes policies, directives, procedures and guidelines for departments. Interacts with local municipalities, county officials, state and federal agencies, school districts, health care facilities, industries, emergency services agencies and public utilities on matters pertaining to emergency planning and response. Oversees all emergency communications, telephone, response equipment to assure proper maintenance and operations. Consults and advises County Commissioners, County Administrator and Assistant County Administrator in regard to a disaster or a disaster threat. Secures State and Federal funding for personnel administration expense reimbursement, and handles grants for communication development and related programs. Maintains compliance with State laws and regulations regarding emergency services, health and safety Issues. Establishes staffs and operates an Emergency Operation Center, including established warning signals, support services and other emergency details. Establishes policies, directives, procedures and guidelines for departments. Establishes and provides training programs for department staff as needed. Monitors and maintains the County 911 Plan and Emergency Operations Plan. Prepares and submits all required county, state and federal reports in timely manner. Ensures a countywide emergency management training program is maintained and meets regularly with local EMCs. Administers the National Incident Management System (NIMS). Emergency Management Responsibilities - Director will supervise and oversee Emergency Management Programs. The following lists are minimum requirements that must be accomplished. Oversees plans and emergency management programs and services. Ensures compliance with Pennsylvania Emergency Management Agency directives and circulars. Responds to emergencies and incidents. Assesses situation to determine priorities and deployment procedures, equipment and personnel. Oversees emergency response with local emergency personnel/government and state and federal agencies. Oversees that mutual aid agreements are maintained with other counties and municipalities. Assures that public protective actions and related policies and procedures to local and county elected officials are developed. Oversees the emergency response drills and training schedules. Coordinates Three Mile Island (TMI) response plans. Oversees the management of the Emergency Operations Center (EOC), when activated. Assures that plans are developed to assists schools, municipalities, jail, hospitals and dam owners to during emergencies. Evaluates and responds, as necessary to Hazardous Materials incidents and other emergency situations. Assures 24 hours per day/7 days per week availability of response to disasters. Attends required training. 9-1-1 Emergency and Non-Emergency System Responsibilities - Director will supervise and oversee the 911 emergency communication system. The following lists are minimum requirements that must be accomplished. Oversees the 9-1-1 emergency communications systems. Ensures communications center equipment is in good operating condition and policies and procedures comply with standards and regulations. Oversees the development and maintenance of plans for 9-1-1 and non-emergency communications, emergency operations, warning systems, hazardous materials control and incident mitigation. Oversees the preparation and submission of Federal Communications Commission (FCC) license applications and license renewals. Analyzes communications equipment operating problems and ensures solutions are implemented. Oversees preventive maintenance, equipment replacement and major repairs. Supervises quality assurance and shift supervisors. Coordinates countywide addressing projects, as needed, with Geographic Information Systems (GIS), vendors, municipalities and other personnel.
OTHER DUTIES OF JOB
Attends meetings, training and seminars, as required. Serves on task forces and committees, as required. Performs other job-related duties, as required.
SUPERVISION RECEIVED
The Director reports to and receives general direction from the Assistant County Administrator.
SUPERVISION GIVEN
Manages subordinate supervisors and employees in general administration, telecommunications, Emergency Management and HAZMAT operations. Is responsible for the overall direction, coordination, and evaluation of EMA. Carries out supervisory responsibilities in accordance with County policies, procedures and applicable laws. Supervises 911, Emergency Management and Hazardous Materials staff and emergency management volunteers.
WORKING CONDITIONS
Works indoors in limited work space with adequate lighting, temperatures and ventilation. Works with average indoor exposure to noise, but subject to frequent disruptions and high level of stress. Normal indoor exposure to dust/dirt. Subject to working extremely long hours, evenings, weekends, holidays as needed when dealing with disaster emergencies and chemical releases. Subject to potential exposure to hazardous material waste, chemicals, fumes, gases and the outdoor elements in the event of a disaster or emergency. Subject to frequent travel during all seasons and weather conditions. Works on-call or on an as needed basis.
PHYSICAL AND MENTAL CONDITIONS
Must possess the ability to record, convey and present information, explain procedures and follow instructions. Must be able to sit for long periods of time throughout the workday, with intermittent periods of standing, walking, twisting, bending and reaching, as necessary to carry out job duties. Dexterity requirements range from simple to coordinated movements of fingers/hands; feet/legs and torso, as necessary to carry out job duties. Must be able to cope with physical and mental stress of the position. Must be able to pay close attention to details and concentrate on work. The employee must frequently lift and/or move up to 20 pounds and occasionally lift and/or move up to 30 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus. Must possess ability to exert moderate but not constant physical effort. Must demonstrate emotional stability and be able to cope with the mental and physical stress of the job.
