The IMC Manager V performs advanced (senior-level) managerial work administering the daily operations and activities of the Incident Monitoring Center (IMC). Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. The IMC Manager is responsible for ensuring continuous situational awareness across TFC-managed facilities, supervising incident monitoring personnel, and providing actionable intelligence to agency leadership and the Incident Command Structure during emergencies. This position manages a 24/7 operational environment, developing policies and procedures, coordinating interagency response activities, and ensuring IMC operations align with the Texas Facilities Commission Continuity of Operations Plan (COOP) and Texas Government Code 418.ESSENTIAL DUTIES
The Incident Monitoring Center (IMC)Manager V:
Operational & Program Management o Manage and oversee daily operations of the Incident Monitoring Center, including 24/7 coverage, staffing plans, and operational readiness. o Establish short and longterm goals, priorities, and performance standards for IMC operations. o Ensure IMC monitoring, reporting, escalation, and documentation processes align with approved Standard Operating Procedures (SOPs). o Oversee the use and integration of event tracking, system monitoring, and security platforms supporting situational awareness. Incident Command & Emergency Management Support o Serve as the primary IMC liaison to the Incident Command Structure (ICS) during activations. o Provide leadership with timely, accurate, and actionable intelligence related to facilities, systems, weather, security, and emerging threats. o Ensure IMC operations support statewide response coordination through TFCs role with the Texas Emergency Management Council. o Maintain IMC readiness for adverse weather, emergency activations, legislative sessions, and extended operations. Supervision & Staff Development o Directly supervise IMC personnel, including hiring, onboarding, training, scheduling, performance evaluations, and corrective actions. o Develop and implement staff development plans to improve technical proficiency, situational awareness, and emergency response capabilities. o Ensure essential personnel understand and meet onsite reporting requirements during emergencies. o Foster a professional, accountable, and missionfocused team environment. Policy, Procedures & Compliance o Lead the development, review, and implementation of IMC policies, procedures, and operational documentation. o Ensure compliance with agency policies, state regulations, emergency management standards, and continuity requirements. o Identify operational gaps, risks, and inefficiencies; recommend and implement corrective actions. Reporting, Analysis & Decision Support o Oversee preparation of incident reports, afteraction reviews, dashboards, and management briefings. o Analyze trends and data to improve incident detection, response times, and operational effectiveness. o Provide management reports to executive leadership supporting strategic planning and resource decisions. Technology & Systems Oversight o Ensure IMC personnel are trained and proficient in systems such as: Everbridge Control Center Video Management Systems (e.g., Milestone) Access Control Systems (e.g., Lenel S2) Fire and life safety monitoring platforms Coordinate with IT, security, facilities, and external partners to resolve system issues and improve monitoring capabilities. Other Duties o Participate in exercises, drills, and special projects related to emergency management and operational resilience. o Perform related duties as assigned.MINIMUM QUALIFICATIONS
Graduation from an accredited four-year college or university with major coursework in Emergency Management, Public Administration, Security Management, Information Technology, Cybersecurity, or a relevant field. Six (6) years of experience managing an operational program, command center, monitoring center, or emergency response function is required. Valid State of Texas Class C Drivers License Experience and education may be substituted for one another Ability to maintain the security or integrity of the infrastructure of the State of Texas.PREFERRED QUALIFICATIONS
Certifications in emergency management, security, or incident response (FEMAICS, GCIH
).KNOWLEDGE, SKILLS & ABILITIES

In-Office:
7:30 am to 4:00 pm, Monday - Friday. Must be able to work flexible hours including nights, weekends, holidays, or as needed.PHYSICAL REQUIREMENTS AND/OR WORKING CONDITIONS
This classification functions in a standard office environment. There are no unusual dangers involved, but the position will have exposure to dust, environmental allergens, pathogens, and other microorganisms consistent with business activities and human contact. The position holder must be able to work effectively with people under varying conditions, must be able to work extended periods at a computer, and must be able to work longer than eight hours in a work-day as necessary. Physical requirements also include the ability to move items up to 30 lbs. and perform tasks requiring fine motor skills and coordination.
