Residential Care/Assisted Living Administrator Full Job Description Reports To :
Licensee of the RCFE (if different from the Administrator)
Supervises :
All facility staff (e.g., housekeeping, maintenance, etc.)
Summary:
The Administrator is responsible for the overall operation and management of the RCFE, ensuring compliance with all applicable laws, regulations, and licensing requirements. This includes ensuring the health, safety, and well-being of residents, managing staff, overseeing finances, and maintaining accurate records.
Duties and Responsibilities:
Resident Care :
Oversees and ensures the provision of quality care and services to residents, including developing and implementing care plans. This will encompass aspects of physical, mental, and emotional care as detailed in the Code of Regulations.
Staff Management:
o Hires, fires, trains, supervises, and evaluates all facility staff, ensuring adequate staffing levels to meet resident needs and regulatory requirements. o Ensures that staff training and competency meet all regulatory requirements. o Maintains accurate personnel records for all staff, in accordance with Section 87412. Staff positions must correspond to those listed on all personnel reports.
Financial Management:
Oversees the facility's finances, including budgeting, billing, and collections.
Regulatory Compliance:
o Interprets and translates RCFE (Title22, Division 6, Chapter 8) and OSHA regulations, and assists the management team to comply to these, life/safety, and all federal, state, county, and city regulations effecting The Facility. o Ensures that the facility maintains compliance with all applicable laws, regulations, and licensing requirements, including those related to infection control, medication management, and resident rights. This includes implementing and maintaining appropriate policies and procedures.
Record Keeping:
Maintains complete and accurate resident and personnel records in compliance with regulatory requirements, including Sections 87412 and 87506.
Reporting:
Submits required reports to the licensee and regulatory agencies in a timely manner.
Communication:
Maintains effective communication with residents, families, staff, and regulatory agencies.
Policy and Procedure Development and Implementation:
Develops and implements policies and procedures for the facility to ensure operational efficiency and compliance.
Emergency Preparedness:
Develops and maintains a comprehensive emergency plan and ensures that staff are trained on these procedures. Minimum Qualifications (non-negotiable):
- Able to clear DOJ FBI live scan criminal background clearance mandated by licensing
- Able to pass pre-employment physical and TB test clearance
- Flexible scheduling. Position may include weekends and holidays
Education:
High school diploma or GED equivalent
Certification:
Current and valid California Residential Care Facility for the Elderly (RCFE) Administrator Certification.
Knowledge:
Comprehensive knowledge of all applicable laws, regulations, and licensing requirements for RFCES in California. Thorough understanding of resident care, staff management, and financial management principles.
Skills:
o Strong leadership, management, communication, and interpersonal skills. o Ability to direct the work of others, maintain accurate records, and manage finances effectively. o Demonstrated ability to maintain a safe and compliant facility.
Experience:
o Experience in medication administration preferred o At least one year experience in providing residential care to the elderly. o Experience in a leadership role within a healthcare setting, preferably with experience in an RCFE is preferred.

Lines of Supervision:
Supervision Given:
The Administrator provides direct supervision to all facility staff, as well as indirect oversight to the facility's operations.
Supervision Received:
The Administrator reports to the Licensee of the RCFE and may receive guidance or direction from the Department of Social Services (DSS) during licensing inspections and compliance reviews.
