The incumbent operes and manages facilities programs and building operions for the historic Headquarters building (Apex) and is responsible for supervising and directing staff, including maintenance, grounds, and custodial workers, to include Building Managers and Engineers, Occupional Health and Safety personnel, and contracted staff to support the services provided by the program. Duties Help If you are selected for this position, you will perform the following duties: Manages a team of federal building managers and the Occupional Health and Safety Manager, and oversees contracted personnel (custodial services, maintenance engineers, grounds, elevor services). Ensures all facility reled services tickets along with preventive maintenance tasks are scheduled and addressed promptly and accurely. Analyzes and tracks day-to-day operions of Facilities Operions and provides administrive support to effect smooth and efficient fulfillment of organizional needs. Performs the full range of supervisory duties for Facilities Operions staff, including but not limited to: establishing performance plans for employees; training, developing, and motiving employees; providing regular performance feedback to employees and appraising employees on an annual basis; ensuring th official position descriptions are accure and current; initiing recruitment requests, interviews candides and making hiring decisions; maintaining discipline, resolving conflicts, and taking corrective actions when necessary according to policy and procedures; initiing promotions, reassignments, performance awards, within-grade increases, disciplinary and performance-based actions; identifying ways to improve productivity, promote team building, and improve best practices while complying with equal employment opportunity laws and regulions. Manages the FTC's facilities operions program for FTC Headquarters facility, which is a historical building loced in Washington DC, which includes evaluing the integrity of the building's structural, mechanical, plumbing, and electrical systems, along with continuous operional effectiveness. Manages GSA capitalized projects to ensure prioritizion and approval for implemention, along with in-house construction projects and follows GSA standards for fire and life safety, OSHA, and architectural requirements while managing and tracking project costs, inspecting work for acceptance, and tending project meetings in order to upde senior FTC leadership. Oversees and/or conducts site surveys for workspaces selected for interior renovions. Provides da results to Project Managers th includes costs, time and merial estimes, resource designions, and implemention timelines. Prepares budget estimes and justificion informion, while monitoring cost trends and identifies changes in policies and practices th will affect the budget plans. Benchmarks facility management programs, practices, and plans from other Federal agencies as well as the public and prive sectors for best practice applicions. Makes presentions to senior management on the cost benefits th can be derived through these actions. Oversees the purchase of new equipment or procures support services for building operions. Develops a Facilities Management Program Plan to align physical infrastructure with agency objectives, covering the entire life cycle of assets from construction to maintenance and disposal. Reviews and analyzes facility support software system da and occupant input to identify issues, trends or emerging problems and develops effective and timely stregies, recommendions, initiives and proposals to address such mters. Compiles and prepares annual reports required by the GSA and other Federal entities relive to the operion and maintenance delegion agreements, such as the annual GSA Facilities Operions Report. Works directly with the Occupional Health and Safety Manager to ensure HQ facility meets health and safety codes, and inspects and maintains fire alarms, sprinkler systems, and emergency lighting for code compliance. Specialized experience includes the ability to lead and manage facilities programs, which includes operions and maintenance of a building or facility, demonstred experience conducting surveillance activities over construction and maintenance operions performed by a variety of prive contractors, including reviewing project plans and specificions for workability, informing contractors of construction and reporting requirements, and supervising operions for conformance with project plans and skill in applying Ventilion, Energy and Building Codes as they pertain to the installion, testing, maintenance and repair of HVAC components and systems. (This specific experience must be supported by your resume to be creditable for this GS-14 grade level)
