Duties Help As a Supervisory Facility Operions Specialist, GS-1640-12 , you will: Formule plans, programs, policies, and direct activities pertaining to the operion, maintenance, repair, rehabilition, and improvements to all real property facilities. Facilities may include buildings; roads and grounds; streets; parking areas; airfields; wer; sewage and electrical systems; cold storage plants; refrigerion equipment; air conditioning and mechanical ventilion systems; liquid fuel storage and dispensing systems as well as trash and garbage collection systems. Make recommendions to the Base Operions Manager for building use and assignment based on facility, and physical space utilizion studies conducted by the Civil Engineer. Identify facilities suitable for emergency operions center (IX) locions, fallout shelters, and other potential emergency facilities. Manage the facilities engineering program the GTC. Plan work to be accomplished through subordine supervisors, who supervise a fluctuing staff dependent upon customer needs. Set overall priorities and prepare long range schedules for completion of work. Select or recommend selection for supervisory and nonsupervisory positions of Ste, site contract, technician, military, temporary, and seasonal employees, within the organizion under his/her supervision. Prepare and review performance standards for subordines. Serve as the appraiser or reviewing official. Responsible for reviewing, accepting, or amending work of subordines and rejecting work not meeting established performance standards. Actively support and promote EEO, Upward Mobility and other special emphasis personnel programs. Maintain an effective position management program. On an annual basis, review and/or monitor the review of subordine position descriptions to ensure accuracy. Approve/disapprove personnel actions such as promotions, reassignments, and performance recognitions. Approve and disapprove leave. Receive complaints and grievances and resolve those which can be informally resolved, and/or make recommendions for resolution to the approprie deciding official. Responsible for the preparion of the five-year construction program. Coordine with other directores and major commands for input da to establish priorities for the Military Construction Army Nional Guard (MCARNG) programs. Prioritize facility requirements for the development of future MCARNG programs, including major and minor projects for approval of the Base Operions Manager. Monitor the stus of projects consisting of architectural and engineer (A-E) plans, drawings, site surveys, other documention for MCARNG, and Operions and Maintenance Army Nional Guard (OMARNG) programs. Make adjustments to the 5-year plan when required. Formule and submit to the Base Operions Manager the MCARNG budget for the fiscal year. Determine fund availability and alterne funding sources. Oversee the programing and coordinion of engineer resources. Develop the DPW opering budget. Monitor cost accounting and fund control activities within and approves local purchase actions. Formule long range work plans and schedules for the Annual Work Plan (AWP) addressing resources necessary for accomplishing recurring repair, rehabilition and maintenance projects and periodic/seasonal services such as utilities and grounds maintenance, snow removal, and fire protection. Forecast merial, equipment, and personnel requirements for completing scheduled work on a time phased basis throughout the year to achieve balanced management programming. Program and project yearly requirements for major and minor engineering, construction, and maintenance, activities the GTC. Establish procedures for the storage, control, and safeguarding of engineer equipment and construction merials. Monitor stock levels ensuring necessary and proper stocks are maintained. Responsible for the maintenance of necessary records reling to authorizion, progress, production, and cost, of construction merial used. Projects include those accomplished by troop labor, and maintenance and repair projects accomplished throughout the year by any combinion of resources. Program and plan for projects to be accomplished by military engineering units during Annual and/or Weekend Training by coordining the projects with DPW supervisors and unit Commanders. Ensure availability of building merials needed. Estime overall cost and assure delivery of merials to the GTC for the construction/engineering unit's training period. This is an excepted service position th requires membership in a compible military assignment in the employing ste's Nional Guard, required prior to the effective de of placement. Selectee required to wear the military uniform. This is an Army Nional Guard dual stus technician position which requires military membership. Must be able to obtain and maintain the approprie security clearance of the position. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
