Job Description

This position is in the Facility Management Service at the John D. Dingell VA Medical Center (Station 553), Detroit, MI. The incumbent serves as the Facility Operations Specialist providing management of contracted services for Facility and Utility System repairs, testing, and maintenance. The incumbent also has full responsibility for planning, designing, specifying, and coordinating preventative maintenance activities using the Maximo Work Order System.
Qualifications:
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/25/2026.
Time-In-Grade Requirement :
Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note:
Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Individual Occupational Requirements:
The 01640 Facility Opertaions Specialist occupational series has an Individual Occupational Requirement (IOR), that all candidates must meet in order to meet the basic qualifications of the position.
Undergraduate and Graduate Education:
Major study -- in engineering, industrial arts, property management, or business administration. Transcripts are required. Specialized Experience ( for positions above GS-5): Must have specialized experience that demonstrates the following: managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs; conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans.; and performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project. In addition to meeting the Individual Occupational Requirement (IOR), you may qualify based on your experience and/or education as described below: GS 11
Specialized Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: operating and maintaining buildings, grounds, and other facilities such as posts, bases, shipyards, depots, medical or health care facilities, power plants, navigation locks, parks, forests, and roadways; coordinating and directing work performed by a variety of trades and labor employees and requires broad knowledge of such work; overseeing strategic space planning and analysis; operating facility programs and services efficiently by assuring compliance with all certification, safety, fire prevention, and security program requirements; and knowledge of assessment tools for identifying current status, actual and potential problem areas, identifying and interpreting trends and significant factors, as well as knowledge of social, economic, and other conditions affecting performance of health care delivery systems, including population, demographics (Veterans and community), economics and budget..
OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree OR, 3 full years of progressively higher level graduate education leading to such a degree LL.M., if related .
OR, Combination:
You must have a combination of specialized experience and education beyond two (2) year of graduate education. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first year of graduate education). Then identify the percentage of required experience you possess. Add the two percentages.
