Job Description
Director of Intermediate Care Facility (ICF) Position Summary ABLE is seeking an experienced and mission-driven Director of ICF to lead and oversee the delivery of high-quality Intermediate Care Facility (ICF) and health services for individuals with intellectual and developmental disabilities. This leadership role is responsible for operational oversight, regulatory compliance, quality assurance, and staff leadership to ensure services meet state and federal requirements while aligning with ABLE's values and strategic goals. Key Responsibilities Leadership & Operations Provide strategic and operational leadership for ICF and related health services programs. Lead, mentor, and support management staff to ensure effective communication, accountability, and performance. Promote a culture of compliance, collaboration, continuous improvement, and person-centered care. Regulatory Compliance & Quality Assurance Ensure programs comply with Minnesota Department of Human Services (DHS), federal CMS regulations, and licensing standards. Oversee audits, surveys, corrective action plans, and quality improvement initiatives. Maintain up-to-date policies, procedures, and documentation related to ICF and health services. Clinical & Health Services Oversight Oversee health-related services, care coordination, and clinical supports for individuals served. Collaborate with healthcare providers, case managers, guardians, and interdisciplinary teams. Ensure timely completion of assessments, service plans, and required reporting. Staff Management & Development Hire, train, evaluate, and supervise management and supervisory staff. Ensure staff are properly trained and competent to meet program and regulatory requirements. Address performance concerns promptly and consistently. Communication & Collaboration Serve as a key liaison between programs, executive leadership, and external stakeholders. Ensure clear, consistent, and timely communication across departments. Participate in organizational planning, budgeting, and leadership initiatives. Required Qualifications Bachelor's degree in human services, healthcare administration, nursing, social work, or a related field (Master's degree preferred). Minimum 5 years of progressive leadership experience in ICF, disability services, or healthcare settings. Strong working knowledge of Minnesota DHS regulations, ICF standards, and licensing requirements. Demonstrated experience with compliance, audits, and quality improvement processes. Proven leadership, communication, and organizational skills. Ability to manage competing priorities and meet regulatory deadlines. Preferred Qualifications Master's degree in a related field. Experience working within nonprofit or community-based human services organizations. Experience leading through regulatory change or organizational growth.
