Job Description

This position is responsible for directing, supervising and coordinating the operation and maintenance of 13 City-owned buildings. Supervises two full-time staff and oversees contractors and vendors providing custodial, preventative maintenance, repair and pest control services. Includes administrative, planning and budgeting responsibilities, along with hands-on work when necessary to balance workload, respond to emergencies and train staff. Anticipated Starting Salary = $91,998 to $106,579 per year, depending on qualifications Full 2026 Salary Range = $91,998 to $121,180 per year

early July Ensures City facilities are operated and maintained in a manner that meets the needs of building occupants, complies with established safety standards and extends the lifespan of City assets. Oversees and participates in the maintenance and repair of building mechanical systems, including plumbing, electrical and HVAC systems, safety and security systems, and building envelopes. Receives, prioritizes and ensures proper completion of maintenance requests submitted by building users. Develops and implements appropriate preventative maintenance plans, to ensure effective maintenance of facility assets and avoid disruption to city operations. Recommends annual operating budget request for the Facilities Maintenance Division and monitors expenditures for compliance with adopted budget. Assists with preparation of multi-year capital budgets for city facilities, including project prioritization, evaluation of alternatives and collection of cost estimates. Coordinates and carries out authorized capital improvements, ensuring project timelines and budget are met and municipal bidding and procurement procedures are followed. Supervises assigned employees, including scheduling and time off approval, training and work direction, and performance evaluations. Codes invoices, maintains records and procures supplies and services in accordance with City policies and procedures. Works closely with other divisions and departments and develops and maintains positive, professional work relationships with fellow City employees, vendors and other stakeholders. Keeps supervisor informed of significant issues or challenges impacting areas of responsibility. Attends relevant trainings, seminars and conferences and participates in professional associations to stay up to date in the field. Performs other duties of a comparable level or type, as apparent or assigned. High school diploma or GED and at least 5 years of relevant professional experience in building maintenance and operation, or an equivalent combination of education and experience. Valid driver's license. Valid Minnesota Boiler Engineer license or ability to obtain one within one year of hire. Must obtain and maintain CJIS security clearance for unrestricted access to the Police Station. Desirable Qualifications Post-secondary education in facilities maintenance or building trades. Public Works Certificate from the MN Chapter of the American Public Works Association. Prior experience in a comparable local government organization. Prior experience with computerized asset management systems, such as Cartegraph. Prior experience with computerized HVAC control systems. Required Knowledge, Skills, and Abilities Thorough knowledge and understanding of modern building systems and maintenance best practices, including: HVAC, plumbing and electrical systems, roofing, windows, doors and other components of the building envelope custodial services, safety and sanitation Ability to learn and understand the maintenance and unique operational needs of city-specific facilities, such as police and fire stations and water treatment plants. Ability to troubleshoot and safely resolve common mechanical, electrical and plumbing issues, plus knowledge of when a licensed tradesperson is required. Ability to communicate effectively and professionally, both orally and in writing. Ability to evaluate situations, draw valid conclusions and apply good judgement to a range of mechanical problems and interpersonal interactions. Strong organizational and time management skills, effective recordkeeping and attention to detail. Ability to work independently, manage multiple tasks or projects at a time, prioritize work and adapt to changing priorities and situations. Ability to effectively operate a computer and other common office equipment, including general business productivity software / applications and specialty applications of the department/City.
