Position Function:
The Associate Director of Facilities & Capital Projects is responsible for management of facilities, capital improvement projects and internal improvement projects for the MSU Meridian Campus.
Salary Grade:
17 Please see Staff Compensation Structure or Skilled Crafts and Service Maintenance Compensation Schedule for salary ranges. For salary grade UC, these positions are "Unclassified" and salary ranges are determined by the hiring department.
Essential Duties and Responsibilities:
1. Responsible for management of facilities for MSU Meridian. This includes but is not limited to custodial, utilities (plumbing, mechanical, electrical & life safety), conveyance systems, landscaping, building interiors, building exteriors (façade & roof). 2. Supervises, schedules, and assigns the work of the building services maintenance technicians and outside contractors; Manages employees work to assure proper staffing and quality standards. 3. Develop and implement preventative maintenance plan for MSU Meridian. 4. Manages the capital project process for users and stakeholders. Includes management of university departments, design professionals and contractors from project initiation, design phase, construction phase and closeout. 5. Develop and manage project programs, budgets, contract documents and schedules for capital projects. 6. Develop and issue RFPs and RFQs for design and construction services as requested. 7. Directs and/or coordinates the work of Architects, Engineers and Contractors following the contract award for construction of capital improvement projects and internal projects. 8. Coordinates with governing authorities during all phases of the project. 9. Facilitate meetings and coordination of users and stakeholders. Communicate project status to users and stakeholders. 10. Provides on-site inspection, coordination and observation of capital improvement projects and in house projects on University owned facilities to ensure compliance with plans and/or specifications. 11. Coordinate design, procurement and installation of FFE (furniture, fixtures & equipment), graphics vendors, and other various owner vendors on capital projects. 12. Prepares contracts with the professional and contractor for review by the Director of Planning, Design and Construction. 13. Acts as the University's representation during construction and during disputes between the contractor and architect. 14. Prepares correspondence to the architect and contractor as required. 15. Acts as a problem solver and makes recommendations. 16. Reviews necessary changes or modifications to the construction contract and makes recommendations to the Director of Planning, Design and Construction for review. 17. Issues field reports and photographs documenting inspections and observations. 18. Reviews contractors' construction schedules and notifies the Director of Planning, Design and Construction if critical paths are not being achieved. 19. Reviews contractors' applications for payment and verifies correctness. 20. Reviews critical shop drawings approved by the architect and maintains project files. 21. Participates in the evaluation of potential professionals and contractors. 22. Examines plans and specifications during all phases of the work, including verification of existing conditions and dimensions. 23. Ensures that design professional complies with the MSU standards and the campus master plan along with applicable industry codes, laws, standards, and design practices. 24. Prepares required reports and maintains appropriate files. 25. Performs related duties as assigned.
Minimum Qualifications:
Education Bachelor's Degree in Architecture, Building Science, Engineering, Construction Project Administration or related field. Experience 5 years of experience in management and construction administration of major capital Improvement projects
Preferred Qualifications:
Master's degree in related field Professional Registration Contract Administrator certification

Working Conditions and Physical Effort Occasional and/or light lifting required. Limited exposure to elements such as heat, cold, noise, dust, dirt, chemicals, etc., but none to the point of being disagreeable. May involve minor safety hazards. Externally imposed deadlines; set and revised beyond one's control; interruptions influence priorities; difficult to anticipate nature or volume of work with certainty beyond a few days; meeting of deadlines and coordination of unrelated activities are key to position; may involve conflict-resolution or similar interactions involving emotional issues or stress on a regular basis. Job frequently requires standing, walking, reaching, climbing or balancing, talking, hearing, handling objects with hands.
