Duties Description As a Correctional Facility Specialist 1 (CFS1), the incumbent will evaluate and audit programs and operating procedures at county, New York City, and New York State correctional facilities, police department lockups, and secure facilities operated by the Office of Children and Family Services throughout the State including interacting with facility administrators and executives. The CFS1 will also investigate unusual incidents; provide technical assistance to facility administrators including assisting in planning and implementing operations, programs, and services; investigate and/or assist in investigation of inmate deaths; and develop program minimum standards. Depending on assignment, up to 40% required travel is possible, including overnight travel. The minimum qualifications required for this vacancy. Minimum Qualifications
NON-COMPETITIVE MINIMUM QUALIFICATIONS
You must have either: 1: six years of qualifying experience in a local, state or federal correctional facility, or secure or limited-secure juvenile facility with responsibility for managing inmates, residents or overseeing security operations; OR in the evaluation or investigation of the operations of a local, state, or federal agency and the preparation of detailed narrative reports for a municipal, state or federal agency or authority; OR in field investigative or law enforcement investigative experience and the preparation of detailed narrative reports; To qualify your experience must have been in one or more of the following program areas: ? Management of inmates or residents? Management of correctional facility operations? Inspection of facility or agency operations? Investigation of unusual incidents? Law enforcement investigationOr 2: an associate's degree in criminal justice, law enforcement, police science, criminal justice administration, criminology, criminal investigation, police studies, public justice, forensic psychology, forensic science, or homeland security AND four years of qualifying experience above;Or 3: a bachelor's or higher degree in criminal justice, law enforcement, police science, criminal justice administration, criminology, criminal investigation, police studies, public justice, forensic psychology, forensic science, or homeland security AND two years of qualifying experience above.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).For the duration of the
NY HELPS
Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date (within one year of permanent appointment), it is expected employees hired under
NY HELPS
will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a
NY HELPS
title, employees may take part in any promotion examination for which they are qualified.
COMPETITIVE MINIMUM QUALIFICATIONS
Permanent service in this title or one year of permanent competitive or 55b/c service in a title SG-17 or higher and otherwise eligible for transfer under Civil Service Law.
