Starting salary is determined by evaluation of experience and qualifications for the position.
JOB SUMMARY
This position is responsible for overseeing facilities planning and maintenance for the authority. Position is exempt.
MAJOR DUTIES
  • Coordinates and oversees maintenance, repair, and operations for all Authority facilities.
  • Maintains and ensures compliance of all facility safety systems, including gas and fire detection systems, access control systems, backup power, elevators, and fire sprinkler systems.
  • Directly supervises the Manager of Facilities and provides direct oversight of the facilities administrative supervisor and facilities technicians in the absence of the manager of facilities.
  • Oversees building and grounds maintenance for all facilities.
  • Oversees required permitting and compliance for petroleum bulk storage and chemical bulk storage tanks.
  • Oversees preparation and submission of annual hazardous waste reports.
  • Ensures facilities technicians are properly trained and equipped with the necessary tools and resources to perform their duties safely and effectively.
  • Consults with department managers, external engineers, and contractors to develop, specify, and implement facility and equipment upgrades.
  • Monitors vendor and contractor performance to ensure compliance with contractual requirements, safety standards, and project timelines.
  • Monitors energy consumption across all facilities and implements procedural and equipment upgrades to maximize efficiency and reduce operating costs.
  • Serves as the primary liaison with regulatory agencies, partner organizations, and contractors for facility-related projects and initiatives.
  • Facilitates and manages facilities capital improvement projects, including planning, budgeting, scheduling, and execution.
  • Develops and writes technical specifications for the repair, replacement, or installation of facility equipment and systems.
  • Performs other related duties as assigned.
MINIMUM QUALIFICATIONS
Bachelor's degree in a related field required with a minimum of 7 years' experience.
  • Knowledge of authority policies and procedures.
  • Knowledge of heating, air conditioning, plumbing, and electrical maintenance and repair practices.
  • Knowledge of relevant state and federal laws and regulations.
  • Skill in reading blueprints.
  • Skill in organizing and prioritizing work.
  • Skill in management and supervision.
  • Skill in solving problems.
  • Skill in preparing and maintaining records.
  • Skill in operating a computer.
  • Skill in interpersonal relations.
  • Skill in oral and written communication.
