Job Description

Director of Facilities and Operations
DUTIES:
Putnam Northern Westchester BOCES anticipates a full time vacancy for Director of Facilities & Operations. This position reports to the Assistant Superintendent for Business. The Director of Facilities & Operations is responsible for providing administrative direction to the BOCES buildings and grounds department. The work is performed according to established policies and procedures and in accordance with applicable state, local, and federal laws, rules and regulations which apply to BOCES facility operations and maintenance. The majority of activities are performed in the office, but the incumbent will spend time at various work sites ensuring that work is being performed and completed in an efficient manner. Exercise administrative direction and supervision over the personnel in the operations and maintenance departments; Prepare and manage annual budgets for the maintenance, grounds, and custodial departments; Be responsible for emergency management operations; Serve as the district representative in planning, developing and overseeing facilities maintenance and new construction, including inspecting painting, carpentry, plumbing, electrical, and other mechanical maintenance and construction work performed by private contractors, custodial, or maintenance employees to ensure work is in compliance with contract specifications, as well as, applicable codes and regulations; Plan, organize and direct the maintenance, repair, and alterations of district buildings and grounds while ensuring that jobs are completed efficiently and within regulatory guidelines and projected deadlines; Works with construction managers, architects and engineers to complete capital improvement projects; Responsibility for purchasing cleaning supplies, fuel and parts for equipment and buildings; Ensure that inspections are performed and tests of security systems, safety lighting, fire extinguishers, fire alarm system, doors, and eyewash stations are completed to ensure proper operation and compliance with applicable codes and regulations; Ensure that inspections and reports are completed for federal, state and local regulatory agencies to ensure compliance with codes, rules and regulations; Recommend staffing to administrators and is also responsible for interviewing, hiring, evaluating and disciplining departmental personnel; Respond to inquiries from employees, school administrators and the public regarding school district buildings and grounds activities; Evaluate and approve the use of district facilities by outside organizations; Other assignments and responsibilities associated with and not limited as directed by the Assistant Superintendent for Business.
QUALIFICATIONS
Must qualify through Westchester County Civil Service with the title of Director of Facilities

Outstanding interpersonal skills This position interfaces directly with school administration, employees, and the public. It requires the ability to deal effectively with people in person and on the telephone, and to work well under pressure. Candidates must be honest, responsible and dependable, a self-starter, with good judgment, possess a strong work ethic and be able to maintain confidentiality. Excellent organizational skills This is a multi-functional office with broad administrative responsibilities. The position requires someone who can handle multiple simultaneous tasks expediently and with accuracy. Superior technical skills The incumbent must have excellent organizational and communication skills; experience with capital construction projects; knowledge of budgeting and personnel practices; and knowledge of applicable codes, laws, rules and regulations governing school buildings and grounds administration.
