Clarificion from the agency This position is open to current onboard Federal Technicians Camp Gruber of the Oklahoma Army Nional Guard within the grades of O-4 through O-6. Duties Help This position is loced in the Directore of Public Works (DPW), of an Army Nional Guard Garrison Training Center (GTC) of a Level I or Level II Garrison Training Center th supports a Brigade or Multiple Brigades. The purpose of this position is to manage, direct, supervise, and coordine master planning; engineering design, construction and inspection; real property management, maintenance; fire prevention and protection; utilities systems; refuse collection and disposal; and environmental management through an overall augmented staff consisting of ste workers, site contract, technician and military personnel.
MAJOR DUTIES
Formules plans, programs, policies, and directs activities pertaining to the operion, maintenance, repair, rehabilition and improvements to all real property facilities. Facilities may include buildings; roads and grounds; streets; parking areas; airfields; wer; sewage and electrical systems; cold storage plants; refrigerion equipment; air conditioning and mechanical ventilion systems; liquid fuel storage and dispensing systems as well as trash and garbage collection systems. Recommendions to the Base Operions Manager for building use and assignment based on facility and physical space utilizion studies conducted by the Civil Engineer. Identifies facilities suitable for emergency operions center (IX) locions, fallout shelters, and other potential emergency facilities. Manages the facilities engineering program the GTC. Plans work to be accomplished through subordine supervisors, who supervise a fluctuing staff dependent upon customer needs. Sets overall priorities and prepares long range schedules for completion of work. Selects or recommends selection for supervisory and nonsupervisory positions of Ste, site contract, technician, military, temporary, and seasonal employees, within the organizion under his/her supervision. Responsible for reviewing, accepting or amending work of subordines and rejecting work not meeting established performance standards. Actively supports and promotes EEO, Upward Mobility and other special emphasis personnel programs. Approves/disapproves personnel actions such as promotions, reassignments, and performance recognitions. Receives complaints and grievances and resolves those, which can be informally resolved, and/or makes recommendions for resolution to the approprie deciding official. Responsible for the preparion of the five-year construction program. Coordines with other directores and major commands for input da to establish priorities for the Military Construction Army Nional Guard (MCARNG) programs. Prioritizes facility requirements for the development of future MCARNG programs, including major and minor projects for approval of the Base Operions Manager. Monitors the stus of projects consisting of architectural and engineer (A-E) plans, drawings, site surveys, other documention for MCARNG, and Operions and Maintenance Army Nional Guard (OMARNG) programs. Makes adjustments to the five-year plan when required. Develops the DPW opering budget. Monitors cost accounting and fund control activities within and approves local purchase actions. Formules long range work plans and schedules for the Annual Work Plan (AWP) addressing resources necessary for accomplishing recurring repair, rehabilition and maintenance projects and periodic/seasonal services such as utilities and grounds maintenance, snow removal, and fire protection. Programs and projects yearly requirements for major and minor engineering, construction, and maintenance, activities the GTC. Establishes procedures for the storage, control, and safeguarding of engineer equipment and construction merials. Monitors stock levels ensuring necessary and proper stocks are maintained. Responsible for the maintenance of necessary records reling to authorizion, progress, production, and cost, of construction merial used. Projects include those accomplished by troop labor, and maintenance and repair projects accomplished throughout the year by any combinion of resources. Programs and plans for projects to be accomplished by military engineering units during Annual and/or Weekend Training by coordining the projects with DPW supervisors and unit Commanders. Responsible for implemention of the environmental protection program for the GTC. Assures compliance with federal, ste, and local agency requirements on mters concerning air and wer pollution, ecological problems, insect, rodent, and weed abement and similar programs. Directs the development of plans, procedures, and regulions on hazardous waste management, hazardous merials handling, spill control, and other required abement measures. Responsible for the preparion and coordinion of the Facilities Engineering portion of mobilizion, emergency, disaster, and special plans and exercises. Selectee required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. May be required to successfully complete a trial period. Participion in direct deposit is mandory. This is an Army Nional Guard dual stus technician position, which requires military membership. Must be able to obtain and maintain the approprie security clearance of the position. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. Ability to establish effective professional working relionships with coworkers and customers, contributing to a cooperive working environment and successful accomplishment of the mission. Irregular and/or overtime (compensory) hours may be required to support operional requirements or contingencies or may be required to work hours outside of the normal duty day. : Experience, educion, or training which has provided the applicant with a knowledge of equipment maintenance work, or skill in reading engineering drawings and specificions, using test instruments, making computions, and keeping records. Experience using computer and automion systems.
SPECIALIZED EXPERIENCE
: 1-year equivalent to least next lower grade level experience, educion or training which demonstres the knowledge of, and skill in applying, a comprehensive range of principles, concepts, and practices concerning equipment, facility, or service operions with compliced technical requirements th have no clear precedent or plan. Experience overseeing and implementing a program involving the identificion and resolution of difficult issues or problems. Experience preparing budgets based on plans for maintenance, repair work, new construction alterion projects, replacement of existing equipment, or increase in services and processes to ensure program effectiveness. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel. The position requires knowledge of and the skill in the applicion of a comprehensive number of principles, concepts, and methods of operions to ensure th projects are designed, planned, and work is completed on grounds which need routine maintenance as well as significant rehabilition. As a result, it requires significant short term and long-term planning, development of stement of work for contracted support, scheduling and adjusting work schedules to ensure th maintenance operions are carried out in order to meet the needs for the customer, and the coordinion of a variety of different stus workers to include federal, ste, and contract employees within the Garrison Training Center. ???????
