Job Summary:
The Assistant Facilities Manager reports directly to the overall CLP Facilities Manager and works to ensure efficient and effective operations of building systems and related functions across all locations. in supporting operations systemwide. The Assistant Facilities Manager will assist with the planning, designing, implementing, supervising, and evaluating of all Library-related facilities services including but not limited to: routine and preventative maintenance, custodial, long-range facility planning and capital project management covering all 20 CLP locations plus CALS locations. Additional duties include cultivating relationships with internal customers and external contractors and consultants, as well as maintaining facilities reporting systems.

37.5 hours per week; Monday-Friday. (Schedule based on operational needs with additional hours possible)

Essential Functions:
Assist the Facilities Manager with the development and implementation of facility maintenance, safety and renovation plans that align with Library priorities, operating procedures and budgets; Communicate regularly with location managers and in a timely manner when planning, scheduling and executing building work; Perform periodic visits to all locations to ensure that facilities are properly maintained in the areas of security, custodial, and safety; Manage, track, and respond to all work order requests through the point of resolution; Respond, as needed, to incidents and emergency requests during working hours and after working hours. Assist with preparations for planned Library events; Supervise the Maintenance Technician, Security Control Technician and Facilities Administrator; direct the work of Custodial Manager and other staff in the absence of the Facilities Manager; Ensure that satisfactory, cost-effective security, custodial and maintenance services are provided to all Library branches and departments based on clear performance expectations; Recommend and continually update facility benchmarks and long-range capital plans; Plan, scope, and estimate work requirements for facility improvement/renovation projects; Assist with the coordination and management of all major facility maintenance, renovation and construction projects; Assist with the management and supervision of all custodial and maintenance contracts as well as utility contracts and facility-related budgets; Assist with the development of training programs for maintenance and custodial personnel as needed; Ensure that Library facilities comply with all existing local, state, and federal codes related to public facilities; Serve as a liaison between city agencies and Library locations/departments as needed; Develop strong working relationships with the City of Pittsburgh Police and Fire Departments as well as the Carnegie Museums of Pittsburgh; Perform other duties and functions as assigned.
Competencies and Qualifications:
Ability to work professionally, cooperatively and effectively with internal and external customers; Effective interpersonal communication and customer service skills, both written and verbal; Solid understanding of facility operations and building systems (HVAC, fire protection, security, life safety, etc.) Excellent organizational, supervisory, communication, problem solving and project management skills; Ability and experience in preparing requests for proposals and executing service contracts; Ability to work independently and effectively with all levels of the organization; Proficiency with Microsoft 365 software including SharePoint, Outlook, Word, Excel; Ability to understand CLP policies and practices, and communicate those policies as applicable; Valid PA driver's license.
Education and Experience:
Bachelor's degree in Construction, Engineering or related field preferred; Minimum five years of progressive facility maintenance and supervisory experience; Equivalent combination of education and experience will be considered; Proven experience working with internal customers, contractors, subcontractors, design professionals, and facilities-related service vendors.
Physical and Environmental Conditions:
Work involves occasional physical effort, risks and/or discomforts, and requires ability to physically manage and traverse job sites, some of which may be in various stages of condition or development. May require use of special safety precautions. Also requires frequent bending, crawling, stooping and other physical agility. General work environment involves everyday risks or discomforts, which require normal safety precautions typical of such places as offices, libraries, or meeting rooms, e.g., use of safe workplace practices with office equipment, and/or avoidance of trips and falls.
