Annually Renewable FLSA Exempt Position FTE 1.0 Location Albany Campus, Albany, OR Salary Grade 125 Salary Rate The starting annual salary range is $84,758 - $114,672 for a 248-day schedule, plus comprehensive benefits.Job Summary:
Assist the Facilities Director in the overall management of the Facilities Department. Directly manage the maintenance services for the college. Leads a team that maintains and oversees College infrastructure, HVAC, plumbing, electrical, buildings and equipment to ensure they are functioning properly, adhering to code, are safe and comfortable for learning, gathering and working. Promotes a clean, well maintained, and safe working environment for the College employees.Essential Duties:
35% Facilities Operations & Maintenance Manage the HVAC operations and building mechanical systems for optimum safety, comfort, and efficiency of operations. Supervise staff assigned to these areas to conduct maintenance inspections and maintain records of preventative maintenance to assure the continued operation of the energy systems with a minimum of disruptions to the comfort of the internal environment's campus wide. Develop and implement maintenance procedures for all buildings and related building equipment systems (e.g. fire and alarm systems). Oversee staff and contracted services assigned to develop comprehensive maintenance programs. Ensures department operations are safe, effective and efficient, department assets are safeguarded, department information is reliable, and complies with applicable laws, rules, regulations, policies, and procedures. Assist with and participate in the facilities work order system. Work with office personnel and maintenance staff to monitor the status of work orders, ensure tasks are assigned, proper safety standards are followed, and tasks are completed in a timely manner. Communicate with facilities staff and customers regarding work order status and scheduling. Confer with the director regarding issues and progress and make ongoing recommendations to improve efficiency. 30% Personnel Management & Support Services Responsible for staff recruitment, selection, management, discipline, and discharge. Serve as contact for routine and emergency resolution during nonstandard business hours. Responsible for maintenance staff recruitment, selection, management, discipline, and discharge. Counsel and advise department personnel on performance related issues. Conduct growth and development reviews. Resolve conflicts, coach and discipline personnel as necessary per guidelines established in administrative rules and collective bargaining agreements. Provide administrative support for the department to include the coordination of college closures; ice/snow, service disruptions, incident responses, power outages, etc., evening activities coordination and problem-solving. Provide support/assistance for off-campus centers as necessary. Participate in the planning and implementation of emergency response actions. Assist the Director with department purchases, including determining product specifications, quantities, bid procedures, vendor contact for chemicals, supplies, material & equipment, solid waste disposal, and recycling. Work with the Facilities Director to provide overall leadership in the Facilities Department. Participate in strategic planning, goal setting, staff management, project planning and management, and budget development & implementation. Serve as the backup for the director when the director is unavailable. 20% Compliance, Safety & Accessibility Assist the Director with creating and tracking department work schedules. Establish processes and procedures to ensure departmental compliance with LBCC and all applicable regulatory agency policies and required safety training. Instruct facilities department staff on safe handling and storage of materials, supplies, and chemicals. Encourage and assist in staff professional development training. Assist the Director in helping to maintain all campus environments that are physically accessible to all by being familiar with standards, regulations, and laws related to accessibility. Provide recommendations for possible solutions and coordinate with the Director and the Center for Accessibility Resources as necessary. Assist in evaluating the condition of all buildings and facilities by working with the Director to conduct audits of the facilities to document their current condition and compliance with life safety and building codes. Advise the Director of the status of existing facilities regarding life safety requirements and make recommendations for corrective action of unsafe conditions. Assist the Director to organize and direct facility management activities to ensure compliance with the Board of Education, state, and federal rules, regulations, and guidelines. Assist the Director to coordinate with local, state, federal, and insurance building inspectors for code compliance for safety, fire, security, access, and egress laws. Ensure college facilities are accessible and ADA compliant. 10% Construction & Capital Projects Assist with major facility construction, renovation, remodeling, and repairs. Work with college staff, architects, planners, engineers, and contractors to develop plans and oversee major/minor projects. Provide on-site coordination with outside contractors on capital projects and major and minor maintenance conducted on all college properties. Assist the Director in the planning and coordination of construction and renovation projects with various trades and contractors, departmental relocations, and the related processes leading to occupancy. Provide oversight on major site work for maintenance and improvement projects to assure that appropriate construction standards and methods are followed within local building code requirements. 5% Other duties as assigned.Physical Requirements and Working Conditions:
Work is performed primarily in an office setting with occasional outside exposure to adverse weather, extremes of noise, ventilation, or other hazards during response to emergencies and visits to work and construction areas. Requires periodic travel to off-site centers and various meetings and training. Frequently work early/late hours and long hours. Must be available for evening and weekend emergencies. Must be able to read and obtain information from documents, plans, and drawings. Must be able to communicate in an effective manner in person, over the phone, and in front of groups.Education and Experience Education and Training:
Requires a bachelor's degree; or equivalent relevant experience may be substituted on a year‑for‑year basis.Experience:
Requires a minimum of 5 years full-time directly related experience in facilities management, remodeling, construction contracting, building construction, or trades related experience with at least two (2) years in a supervisory position.License:
Requires a valid Oregon driver's license. Must meet and maintain adherence with the college's driver screening guidelines.Knowledge, Skills and Abilities Knowledge, Skills, and Abilities:
Must have general knowledge in the following areas: Heating, ventilation, air conditioning and refrigeration, building automation systems, plumbing, electrical, masonry, carpentry, water systems, filtration systems, and roofing. Requires broad knowledge of building structures and building systems specific to HVAC, electrical, fire/life systems, etc. Must understand local, state, and federal building codes and compliance issues and have the ability to ensure compliance. Requires the ability to manage the operations of a physical plant, as well as major/minor construction or renovation. Must possess the ability to schedule and meet deadlines for multiple projects. Must have knowledge of architectural principles and terminology. Knowledge and skills in the use of word processing, spreadsheet, and database software, including use of computer-aided drafting ( CAD ) and computer networks. Requires attention to detail and ability to make decisions and complete projects. Must have the ability to plan, coordinate, prioritize, and assign work. Must understand and work safely and routinely with potentially hazardous conditions and materials. Requires ability to set quality standards for job performance, to train, evaluate and discipline employees. Requires ability to work with a broad array of college staff concerning maintenance and/or emergency needs, as well as outside vendors of supplies and services. The 2025-26 starting salary range for this position is $84,758 - $114,672 for a 248-day schedule.
