• The Division of Management Services is recruiting for a Facilities Director located at our Boise location. Forward-thinking, customer-centric and safety-minded are key attributes for this leadership position. The Bureau Chief plays a central role in business operations, often times behind the scenes, to make a difference in the lives of Idahoans including all department employees. The Bureau Chief reports to the Division Administrator and manages building facilities, construction and motor pool statewide. This position supports the state's largest agency consisting of over 30 facilities, a 400+ vehicle fleet and constructions projects of vary size and complexity. This position is a key contributor to the division's leadership team and participates in strategic planning, budget, legislative and various division and department initiatives. It also has the unique opportunity to support and collaborate with all divisions in the department as well as external partners. This position is not eligible for telework. This position is a non-classified position and exempt from classified state service and the rules of the Division of Human Resources and the Idaho Personnel Commission. The successful applicant will be required to complete a criminal history background investigation. Employment is dependent upon satisfactory results of the investigation.BENEFITS

Oversee operations and administrative oversight for the Facilities team, construction and motor pool teams. Provide leadership and direction related to legislation and IDAPA rules. Establish and maintain bureau goals, operational metrics, policies and procedures. Plan, organize, and direct work assignments and ensure compliance with all federal, state, and local standards. Manage budgets. Act as a liaison with elected, appointed, and federal/state public officials. Ensure quality control for all programs. Manage and respond to customer complaints, inquiries and requests for technical assistance. Be an active part of the DMS Core Leadership Team.MINIMUM QUALIFICATIONS
You must possess all the minimum qualifications below to pass the exam for this position. Typically gained by completion of at least two, three-credit college-level management courses equivalent to "Management and Organizational Theory," "Personnel Administration," and "Organizational Behavior" (that cover the five elements of management - Controlling, Leading, Organizing, Planning and Staffing) AND at least two years of experience in a supervisor/management role for professional staff; OR at least three years of experience managing a major program and providing leadership of professional staff. Experience developing and administering policies, procedures and a program budget. Typically gained through experience developing and recommending regulations, policies and procedures. Applicants must also have work experience projecting fiscal impacts of programs, negotiating contracts and/or working with personnel, operating and capital budget, typically for a period of at least two years. Experience implementing organizational change within a service delivery program. Typically gained through at least two years' experience in a management, supervisory or consulting role implementing projects to meet special needs, incorporating tasks and methods to implement change. Experience applying measurement processes/methods for assessing program outcomes or progress toward goals. Typically gained through at least one year experience applying measurement and tracking methods in assessing progress toward stated program goals OR a combination of college coursework (statistics, research methods, evaluation methodology, or related field) and experience. Experience preparing and presenting oral presentations to groups . Typically gained through at least one year experience researching, compiling and organizing information in order to make oral presentations about the information to groups in a business setting; topics may be informational, technical, or behavioral. Take into account audience size, topic, length, and frequency of the presentations. One-to-one training is not qualifying.PREFERRED QUALIFICATIONS

Typically gained by at least three years overseeing daily operations of facilities teams, ensuring compliance with federal, state, and local standards, and coordinating maintenance and operational activities. 2. Experience developing and administering facility or capital budgets. Typically gained by at least two years working with operating, personnel, or capital budgets that include projecting fiscal impacts, negotiating contracts, leases and monitoring expenditures. 3. Experience in project management. Typically gained by at least three years' experience including planning, execution, monitoring and communication of large-scale projects. 4. Experience in fleet management. Typically gained by at least three years' experience overseeing vehicle operations, maintenance, performance monitoring, allocation and budget management. 5. Experience in construction management. Typically gained by at least three years' experience as a construction manager, superintendent, or foreman. Experience should include project oversight, scheduling, budgeting, safety and compliance, contractors/subcontractor coordination, and stakeholder collaboration.
