Job DescriptionWe have an opening for a Nuclear Facility Capabilities Manager to lead and manage the facility capability development teams in Superblock, a Hazardous Category 2 nuclear facility. You will often be involved in supporting significant R D projects, utilizing your knowledge and experience to assist in creating innovative solutions. You will provide expert technical leadership and direction, exercising significant autonomy in managing employees and resources to accomplish complex technical and administrative requirements for a large, multi-faceted portfolio of nuclear facility infrastructure projects. You will be responsible for developing and implementing both short-term and long-range strategic plans and goals, with authority to allocate resources and set project objectives in alignment with Laboratory missions. This position is in the Defense Technologies Engineering Division (DTED) within the Engineering Directorate.
This position will be filled at either level depending on your qualifications. Additional job responsibilities (outlined below) will be assigned if you are selected at the higher level.
This position may offer a hybrid schedule, blending in-person and virtual presence. You may have the flexibility to work from home one or more days per week.
You will Provide technical leadership and direction in the planning, design, and execution of multiple highly complex simultaneous nuclear facility engineering projects. Support significant R D projects by applying expert level knowledge, skills, and innovation to create mechanical solutions that are safe and compliant with DOE orders and specifications.
Monitor and direct performance required to achieve critical project milestones and deliverables, proactively leading corrective actions and resolving conflicting requirements as needed, ensuring project activities are conducted safely, efficiently, and in accordance with Laboratory standards, and developing and managing project scope, schedule, and budget.
Oversee the timely development, review, and approval of engineering and technical work documents, analyses, change packages, work planning and control packages, and calculations.
Manage project changes and mitigate project risks throughout the project lifecycle, sharing lessons learned with the broader organization.
Oversee multiple projects by exercising independent judgment in determining and applying methods and techniques and utilizing latitude to establish and implement objectives and allocate resources.
Routinely interact with stakeholders for requirements gathering and validation, and collaborate with senior management, programmatic leads, facility managers, and external sponsors to align project objectives and resolve conflicts.
Independently prepare project documentation, perform data gathering, oversee monthly reporting, and coordinate internal and/or external document comments/reviews.
Partner closely with the project's internal Construction Manager during pre-construction and construction activities and manage the process to secure required building and work permits.
Manage, mentor, and develop engineering staff and other personnel, fostering technical excellence, innovation, and professional growth, providing advanced technical guidance, serving as a role model for collaborative problem-solving, and influencing the development of new ideas and approaches within the organization.
Exercise independent judgment to provide advanced technical leadership and solutions for highly complex problems that may not be well definedPerform other duties as assigned.
Additional job responsibilities at the SEL.5 level Exercise independent judgment and significant autonomy, and perform in-depth analysis of multiple factors to provide advanced technical leadership and innovative solutions to highly unusual, complex, and sensitive problems, contribute to the execution of current and future facility needs, and provide solutions that may represent breakthroughs in nuclear facility engineering.
Lead and manage large-scale, multidisciplinary projects, setting and pursuing long-range strategic targets that impact major Laboratory programs and national objectives.
Perform formal risk analyses to identify, manage, and mitigate risks during project lifecycles, including factors that may be intangible, and recommending institutional long-range directions with potential Laboratory-wide implications.
Ensure and oversee the implementation and management of robust quality control and assurance programs throughout project lifecycles, utilizing LLNL standards and setting parameters and expectations for technical excellence and innovation..Perform high-level goal setting, direct high level strategic plans to achieve objectives, and provide high level strategic technical advice to Laboratory executive management and external customers and policy makers.
Serve as an organization spokesperson and senior technical expert for Laboratory management and/or as an external advisor for customers and sponsors, including serving on scientific or technical committees and positively representing the program and the Laboratory on matters of national significance.
Influence and guide strategic technical decisions made by senior management and internal and/or external sponsors, policy makers, and customers.
QualificationsThis position requires an active Department of Energy (DOE) Q-level clearance or active Top-Secret clearance issued by another U.S. government agency at the time of hire.
Bachelor's degree in an Engineering field such as Mechanical, Structural, Electrical or Civil Engineering or related technical field, or the equivalent combination of education and related experience.
Significant engineering experience effectively building, motivating, and leading large, multi-disciplinary teams of technical and scientific staff. Significant experience managing highly complex technical projects and successfully delivering impactful results. Expert-level communication, facilitation, collaboration, problem-solving, and interpersonal skills to effectively lead a diverse multidisciplinary technical team, direct innovative research, advise senior management, and provide strategic technical guidance.
Significant experience fostering productive relationships with external advisors and reviewers, as well as other divisions, directorates, laboratories, and institutions across the Department of Energy (DOE) and Department of Defense (DoD) enterprise.
Significant experience with construction in cleanroom, industrial and/or laboratory facilities.
Demonstrated record of promoting and implementing safe work practices, including OSHA, environmental, safety and health standards.
Additional qualifications at the SEL.5 level Extensive experience leading and managing significant technical portfolios and supporting large-scale, multidisciplinary projects.
Demonstrated ability to successfully achieve a program's overall objectives and long-range goals and deliver impactful results.
Expert-level knowledge and extensive experience in strategic planning, including defining and decision-making on significantly impactful matters.
Extensive experience developing, implementing, and leading cutting-edge principles, theories, and concepts that have impact beyond the organization.
Extensive experience and expert level skills in applying project management processes, costing, and scheduling tools, and utilizing advanced software to achieve strategic objectives and manage highly unusual and/or complex construction projects within operating nuclear facilities.
Demonstrated ability to successfully resolve conflicting requirements, redefine customer needs, and influence sponsor and stakeholder decisions.
Extensive experience effectively managing multiple high-impact projects within Department of Energy, Navy Nuclear, or commercial nuclear facilities.
Qualification We Desire Advanced degree in engineering or a related technical field.
Understanding of nuclear facilities and operations in a high hazard environment and governing regulatory requirementsCertified Construction Manager (CCM), or Project Management Institute (PMI) Certification.
California Professional Engineering Registration.
Familiarity with California Building and Life Safety Codes, including OSHA and NFPA, and national consensus standards, such as
