The purpose of this Facilities Manager position is a strategic leadership role to maintain City facilities, with a primary focus on developing and sustaining responsible investment in our facilities through implementation of a multi-year capital improvement program. Responsibilities include leading a division within the engineering department by personal example to service a variety of municipal facilities to ensure reliable operation of building and mechanical systems and ensure that the utilization of that team is optimized to the highest degree, budgeting for near term and long range expenses for facilities investment, overseeing the procurement and execution of work by outside contractors which serve as an extension of staff, personally managing or directing staff to administer large facility capital projects, coordinating with staff and city departments to minimize operational disruptions, and maintaining records of service and repairs. Other management and contract administration duties may be delegated or assigned as needed. Provides leadership and oversight of facility operations by planning, directing, and evaluating the work; establishes performance expectations, ensures high standards of customer service, and conducts coaching, training, and performance evaluations; drives workplace safety standards and fosters a positive, team-oriented environment that promotes collaboration, accountability, and continuous improvement. Manages the daily operations, maintenance, ensuring safe, reliable, and efficient building systems, including HVAC, electrical, plumbing, and roof systems. Develops, and strategically manages the facility division's operating and capital budgets; evaluates facility assets and systems to prioritize repairs and replacements based on risk, lifecycle, and operational impact; applies sound estimating and forecasting techniques to project short

• and long-term needs; and identifies creative, cost-effective solutions to optimize resources and extend asset life.

Analyzes operational and financial data to support facility planning and capital decision-making; develops forecasts, evaluates alternatives, and provides data-driven recommendations with clear justification to inform long-term asset and investment strategies. Establishes goals and objectives for the Facility Services Division for operational effectiveness by ensuring daily maintenance and cleanliness of assigned facilities and scheduling preventative maintenance requirements that are performed in-house or under contract. Manages vendor relationships and service contracts, including procurement, negotiation, performance monitoring, and compliance with contractual obligations, service levels, and regulatory requirements for repairs, renovations, and capital improvements for facilities. Oversees division projects, including contract administration and dispute resolution, external vendor contracts, such as HVAC, elevator, security, and fire systems by monitoring progress, attending meetings, participating in training, and meeting with departments regarding projects and concerns. Plans, directs and conducts regular meetings with staff to discuss schedules, budgets, problems, workload, and progress of assigned projects; maintains safe work practices for all employees and division activities. Works to keep stakeholders involved and informed. Ensures that contractual agreements and work orders are carried out according to specifications, schedules, and budgets; maintains records and reports as required. Serves as the division liaison by meeting with outside organizations and other department managers and directors, discussing, evaluating, and resolving issues and problems, and responding to questions, inquiries, and concerns. Education & Experience Work requires broad knowledge in a general professional or technical field. A typical way to obtain the required qualifications would be: Bachelor's degree in Construction Management, Engineering, Government, or a related field plus three (3) years (5 years is preferred) of facility or construction experience, including one (1) year in a supervisory role. Associate's degree in a related field plus seven (7) years of facility or construction experience, including one (1) year in a supervisory role. High School Diploma or equivalent plus eleven (11) years of facility or construction experience, including one (1) year in a supervisory role. Other combinations of education and experience may be considered Certification and Other Requirements Safe driving record and Valid Texas Driver's License Clear criminal background check and pre-employment drug screen Must obtain Criminal Justice Information Services (CJIS) Certification prior to employment. An offer of employment may be rescinded if delays in obtaining clearance exceed 15 working days. Hours/Work Schedule This is a full-time non-exempt position with benefits. Monday

• Friday, 8:00 am
• 5:00 pm.

Hybrid after 6 months of employment. Schedule maybe modified if department needs arise. May be required to work overtime if needed.
