Assists the Juvenile Deputy Chief of Detention, also known as Facility Administrator, in the daily operation of the Tom Green County Juvenile Detention Center.
Essential Duties and Responsibilities:
Ensures that the directives of the Chief Juvenile Probation Officer (CJPO) and policies of the department are carried out. Assists Juvenile Deputy Chief of Detention with oversight of the daily operations of the Tom Green County Juvenile Detention Center. Duties include addressing resident grievances, evaluating and approving contract county detention admissions, ensuring appropriate staffing ratios, evaluating staff performance, regular review of and adherence to policy and procedures, and ensuring compliance with the Texas Juvenile Justice Department standards, and PREA guidelines. Ability to function effectively, professionally, and patiently in crisis or stressful situations and strictly adhere to the Texas Juvenile Justice Code of Ethics. Apply TBRI-aligned, trauma informed practices in all resident interactions by maintaining a calm presence, supporting regulation, promoting felt safety, and enforcing facility rules. Assumes management responsibilities in the absence of the Deputy Chief of Detention/Facility Administrator, operating assigned shifts effectively and efficiently, and maintaining the proper staff to client ratio for coverage according to TJJD and PREA Standards. Makes critical and sound decisions during emergencies or potentially dangerous situations conducts group intervention crisis sessions and informs Deputy Chief of Detention/Facility Administrator and CJPO of concerns as warranted. Serves as back-up to staff and assumes all duties as necessary, including active supervision of residents, transporting residents to court hearings, processing intake assessments or discharges, and disciplining residents when warranted.
Additional Duties:
Participates in the development of procedures and policies, problem solving, and oversight of the delivery of services to the residents under the departments supervision in detention. Conducts unannounced visits throughout the facility and performs random shift checks to ensure all staff arrive and depart at their assigned times. Ensure weekly maintenance checks and applicable documentation are completed for all resident dorms and throughout the facility. Conducts regular staff training. Assists with interviewing and identifying applicants appropriate for final interviews with the Deputy Chief of Detention/Facility Administrator. Assists with trainings employees in accordance with the TJJD training policies and standards to ensure officers meet the certification and recertification requirements. Prepares and completes reports and other documentation in accordance with applicable standards, policies, and procedures. Performs other duties as assigned.
Knowledge, Abilities, and Skills:
Knowledge of JCMS, case management, support service programs and eligibility requirements. Knowledge of the Texas Juvenile Justice Code, Texas Penal Code, department policy, county policy, and procedures of laws and regulations relating to adolescent behavior, and concepts of delinquent behavior. Ability to function effectively, professionally, and patiently with a diverse population, to include hostile, abusive or irrational individuals. Ability to communicate effectively, both verbally and in writing; and possess basic counseling techniques. Ability to work independently and efficiently. Ability to obtain and organize information. Ability to maintain the integrity of private, confidential information/documents. Ability to properly care for and operate personal computer, basic office equipment and county vehicles. Ability to establish and maintain effective working relationships with co-workers, county employees, outside organizations, prosecutors, attorneys, law enforcement agencies and the general public. Possess initiative, good judgment and decision-making skills which are frequently required to complete work assignments.
Physical Requirements and Work Setting:
Physical requirements include lifting/carrying 20-30 lbs. occasionally. Subject to sitting, standing, walking, reaching, handling, and smelling to perform the essential functions. Must have visual acuity, speech, and hearing; hand and eye coordination, and manual dexterity necessary to operate a computer keyboard and basic office equipment. Working conditions are primarily inside an office within a jail environment with frequent local travel. Must be able to react professionally and intervene safely under potential or actual volatile conditions. May be required to physically restrain violent youth in accordance with TJJD approved training. Education and/or
Experience Required:
Bachelors Degree in Psychology, Social Work, Criminal Justice, Sociology or a related field and two years of supervisory experience and/or investigative experience. Familiarity with juvenile correctional facilities, juvenile law, and the juvenile justice system is preferred. An appropriate combination of education and experience that demonstrates the required knowledge, skills, and abilities to perform the duties and responsibilities may be considered for this position.
Certificates and Licenses:
Must secure and maintain certification as a Juvenile Supervision Officer by the Texas Juvenile Justice Department within six months of employment. Certification must be maintained as a condition of continued employment; recertification is applied for every two years and requires 80 hours of TJJD approved training. Failure to maintain required certifications may result in reassignment, disciplinary action, or separation from employment. Dual certification as a Juvenile Supervision Officer and Juvenile Probation Officer is preferred. Must have a valid State of Texas Drivers License, motor vehicle liability insurance, personal liability insurance and a personal vehicle.
Attendance and Scheduling:
Regular and punctual attendance is an essential function of this position. Employees must be available to work all assigned hours and shifts, including evenings, nights, weekends, holidays, on-call assignments, and emergency situations as dictated by operational needs.
Additional Requirements:
Required to be on call 24 hours a day. May be required to perform shift work; may be required to work more than 40 hours during the workweek. Must be able to pass a criminal background check with no disqualifying criminal history indicated.
