Directs enterprise-wide governance, policy development, stregic planning, and lifecycle integrion supporting planning, programming, design, construction, sustainment, and operions. Establishes enterprise configurion governance, release management controls, da standards, and system modernizion stregies. Oversees integrion between GoRPM, Oracle Financial Management System (FMS), Project Management Informion System (PMIS), Unison Contract Lifecycle Management (CLM), and other enterprise systems supporting capital investment execution. Leads enterprise-level facilities planning and capital investment integrion including DD Form 1391 development, Unspecified Minor Military Construction (UMMC/UPL) programming, facility condition assessments, long-range planning, and portfolio prioritizion. Provides executive-level recommendions supporting multi-year capital investment decisions. Provides executive oversight for integrion of facility operions, maintenance, repair, sustainment, and lifecycle asset management da supporting Marine Corps installions. Coordines with

HQMC, MCCS

Regions, Installion Commanders, NAVFAC, Public Works, and Real Property Accountability Officers (RPAOs). Serves as the enterprise authority for facilities and real property da governance. Ensures audit readiness, policy compliance, da integrity, and alignment between GoRPM and iNFADS (internet Navy Facilities Asset Da Store) real property records. Exercises program management authority over contractors, and enterprise support resources. Establishes organizional priorities, performance expections, workforce development stregies, and program objectives. Serves as senior advisor to leadership regarding facilities planning, system modernizion, capital investment stregy, and program execution. Develops enterprise dashboards, executive analytics, and stregic reporting supporting General Officer and senior executive decision-making. Serves as the senior Level III Contracting Officer Representive (COR) for enterprise GoRPM support contracts. Provides technical oversight, valides deliverables, evalues contractor performance, and coordines with Contracting Officials regarding contract execution and corrective actions. Travel is mandory to tend meetings, conferences and field activities. Travels may be by air, bo, or ground vehicles, including government conveyances, stays may be overnight or longer as conditions require. Provides World Class Customer Service with an emphasis on courtesy. Assists customers and communices positively in a friendly manner. Ask questions to determine, verify and solve problems. Checks for sisfaction on the quality of services. Take action to solve problems quickly. Alerts the higher-level supervisor, or proper point of contact for help when problems arise. Performs other duties as assigned. EVALUATIONS

Qualificions Bachelor¿s degree in informion systems, facilities management, engineering, business, or reled field AND least four to six years of progressively responsible experience managing enterprise systems, facilities planning programs, capital investment portfolios, or real property management functions; OR an approprie combinion of educion and experience demonstring equivalent knowledge and abilities. Experience supporting Marine Corps or DoD facilities planning, DD1391 development, capital investment programming, real property accountability systems, and enterprise governance is highly desirable.
