Kennewick School District is accepting applications for the position of Director of Facilities. This position provides strategic, administrative, and operational leadership for all non-instructional support services within the Kennewick School District. This includes the oversight and integration of Facilities and Maintenance, Custodial Services, Grounds, Capital Projects, and District Scheduling functions across KSD's 2.9 million square feet to serve 18,500+ students and 2500+ staff. This role ensures the efficient, safe, and effective operation of all district infrastructure and services that directly support student learning and staff productivity. The Director will lead with a collaborative, service-oriented approach while implementing best practices in facilities management, operational safety, preventive maintenance, and regulatory compliance. High school diploma or equivalent. Bachelor's degree in Facilities/Operations Management, Engineering, Business Administration, or a related field, may substitute experience. Must present transcripts of highest level of education within thirty (30) days of hire, if applicable. Must be able to meet the Physical Demands of the position as indicated by taking and passing a physical capacity exam after job offer and before employment begins. Must be able to perform the essential functions of the position with or without reasonable accommodation. A valid Washington driver's license, personal transportation covered with a current insurance policy and clean driving record as evidenced by a Driver Abstract. Must pass a background check, which includes employee-paid fingerprinting. Completion of Safe Schools Web Based Training within thirty (30) days of hire and yearly thereafter.QUALIFICATIONS REQUIRED
Bachelor's degree in Facilities/Operations Management, Engineering, Business Administration, or a related field is required Equivalent combinations of education and progressively responsible operational leadership experience will be considered Valid Washington State Driver's License and proof of a clean driving record Minimum of 5 years of successful supervisory or management experience in facilities, operations, or a similar public agency setting Demonstrated experience managing large-scale operational budgets Experience with contract management, employee supervision, and regulatory compliance Experience with successful staff leadership and team building Prior experience in a public school or municipal setting preferred Demonstrated professional knowledge of systems for the operation and maintenance of school facilities and grounds including carpentry, electrical, mechanical, water and septic, structural integrity, security and alarm systems, HVAC systems, grounds maintenance, code requirements, and energy conservation measures. Demonstrated ability to establish and maintain positive working relationships with administrators, staff, vendors, and contractors. Experience in preparation, management, and closing out of competitively bid public works projects. Strong analytical skills, including ability to engage in systems thinking and consider organizational impacts from multiple sources. Demonstrated ability to build a positive culture and develop and maintain collaborative working relationships with employees and the community. Proven track record of creating a department atmosphere of exemplary internal customer service. Proven ability to articulate a vision, direction, and leadership in providing support to schools and departments. Computer literacy to include MS Word, Excel, PowerPoint, Outlook and working knowledge of Scheduling and Work Order System Software. Capable of performing consistently and independently with ability to direct multiple projects and tasks. Demonstrated knowledge of workplace safety. Demonstrated effective verbal and written communications. Ability to work independently, use sound professional judgement, and act with integrity in upholding, modeling, and establishing accountability for high professional and ethical standards.ESSENTIAL FUNCTIONS/JOB RESPONSIBILITIES
Supervise and manage the maintenance and repair of all facilities and operating systems, custodial, grounds, and snow removal functions. Provide immediate response/mobilization of staff to address facility emergencies during scheduled and unscheduled work time (e.g. no heat, broken water line, building vandalism, etc.). Regularly report to the Superintendent, Assistant Superintendent, and Board of Directors on the condition and needs of district facilities and support services Oversee a formal preventative maintenance program, including use of a computerized system on all major electrical/mechanical equipment. Develop long and short-range plans for meeting facility/maintenance needs and replacements of the District. Utilize a computerized work order system to prioritize and administer work order requests. Required to respond to emergency situations outside of normal working hours, including nights and weekends. Read blueprints and plan; determine scope of work and materials needed; write specifications for projects; retention of blueprints, specifications and operations manuals, Determine repairs and projects to be performed by district staff vs. use of contractor/competitive bid. Ensure projects meet applicable building codes. Develop cost estimates for remodeling, classroom conversion, and special projects; formulate and execute budgets within approved limits. Supervise employees; interview and recommend selection for new employees; train new employees; assign and schedule work; approve leave requests; conduct performance evaluations and recommend disciplinary action. Manage environmental services for proper disposal of hazardous materials for the District. Develop departmental procedures, policies and budgets. Order and approve purchase of equipment and materials to perform work. Maintain an adequate inventory of required supplies and equipment. Receive, inspect, store, safeguard and issue materials. Investigate concerns, document findings or prepare a response, and take action when deemed necessary regarding staff requests (e.g. air quality, environmental hazards, safety hazards, etc.). Maintain programs to guarantee that the District complies with local, state, and Federal regulations and plus the following, which is not an all-inclusive list: AHERA (asbestos mgmt.) Designated Person or higher qualification. Lead in Water Indoor Air Quality Hazardous Waste Right to Know (hazardous chemicals) Record of Pesticide Applications, Integrated Pest Management Develop training and staff development programs for staff Participate in collective bargaining team and Labor/Management team, maintain positive relations with union leadership, and work within the collective bargaining agreement. Perform all duties of the position within the scope of Kennewick School District policies and procedures, including regular attendance and punctuality.
