Effective July 1, 2025, a 3% salary reduction is in place under the Personal Leave Program (PLP), with 5 hours of Personal Leave Credit earned monthly in exchange. This program is subject to change based on union agreements and state budget policy. This position is located in Sacramento. Under the general direction of Supervisor II, the Housing and Community Development Specialist II (HCDS II) works independently and with a high level of responsibility to provide complex technical assistance, policy analysis, and research and enforcement within the Housing Accountability Unit. The role develops policy and program recommendations for executive consideration. The HCDS II is responsible for implementing and enforcing the most critical and sensitive issues of a greater scope that impact housing by implementing and enforcing various state housing, planning, and land use laws, including, but not limited to, Transit-Oriented Development laws, Housing Element Law, the Housing Accountability Act, Density Bonus Law, the Housing Crisis Act, Streamlined Ministerial Approval, and others. The HCDS also serves as a key conduit between the Division and a wide variety of external stakeholders, providing technical assistance, guidance, and supporting the successful implementation and accountability of housing laws.

This position requires reporting to an HCD office a minimum of four days per week. In limited cases, at the Department's discretion, an employee may be approved to work in a remote-centered capacity on a temporary basis until appropriate office space becomes available.
