About the Role The Planning Specialist I or II performs responsible planning and technical work supporting land development review, zoning administration, and customer service functions within the Planning and Community Development Department. This role focuses on reviewing and issuing permits for minor and exempt subdivisions, commercial change of use, commercial upfits, and zoning verification letters. The position serves as a key point of contact for customers, providing guidance on zoning regulations, land development processes, and application requirements prior to project submittals. Working under the general supervision of a professional planner, the Planning Specialist exercises independent judgment and discretion while managing development records, coordinating plan reviews, and assisting the public, contractors, engineers, and developers with planning-related inquiries. Perform preliminary assessment of land development plan submittals to ensure compliance with minimum requirements Review and issue zoning permits, signage permits, encroachment permits, ABC compliance approvals, and other related applications Review and interpret blueprints and site plans for completeness and compliance with applicable regulations Review and approve minor subdivisions and exemption plats Maintain detailed development records and produce reports Receive and process plans, distribute to appropriate personnel, and monitor the review process Notify applicants and citizens of review results and next steps Provide technical assistance and information to the public, contractors, engineers, and developers regarding zoning ordinances and land development requirements Assist with training for Planning Specialist I (Level II) Maintain organized filing systems and databases for development activity Respond to inquiries and complaints related to zoning and development regulations Perform other related duties as assigned Planning Specialist I ($43,500.00 - $54,300.00) High school diploma or GED One (1) to three (3) years of direct experience in zoning and land development processes NC Certified Zoning Official (CZO) certification preferredSpecial Requirements:
Valid North Carolina Driver's License Planning Specialist II ($45,700.00 - $60,900.00) Associate's degree with coursework in Community Planning, Urban Planning, Geography, or a related field and one (1) to three (3) years of direct experience in zoning and land development processes OR High school diploma or GED and three (3) to five (5) years of direct experience in zoning and land development processes NC Certified Zoning Official (CZO) certification requiredSpecial Requirements:
