  • Full-time Overview Supports grant and project management, compliance and execution by coordinating amongst all parties of Town projects from inception to completion.
Administers the grants process throughout all stages to ensure on-schedule completion within scope of work and budget, including researching, development, receiving, assessing, tracking costs and timelines, and payment/check requests. Documents all inquiries and/or proposals, and assures submitted documentation meets all legal requirements. Individual will work with flexibility in a fast-paced environment while maintaining high work standards with positive attitude and professional demeanor.

  • Coordinate and maintain grant cycle calendar with Administration, departments and funding sources.
  • Coordinate with Town legal counsel for contract compliance/agreement compliance.
  • Maintain accurate and timely records of grants and projects, the online grant database and physical grant and project files ensuring the accuracy and integrity of data.
  • Administer multiple grants and ensure work is completed on time and within budget for each, monitor expenditures, and manage reimbursement process, as required. Comply with required research pertinent to grant due diligence, ongoing review, and close-out analyses.
  • Oversight of standard terms and conditions for grant award and agreements, and ensure compliance with federal, state, local and/or other regulations.
  • Generate requested information, data and reports from information maintained in the grants management database or other sources of information.
  • Establish and maintain effective working relationships with government entities, local officials, elected officials, staff and town residents, as contact to facilitate project timelines, progress and completion.
  • Prepare grant-related materials to present at committee and Commission Meetings.
  • Ensure procurement, contractual, and financial activities are compliant with the Town's finance, accounting, and procurement policies and procedures. Promote a best value system, maximizing the purchasing value most advantageous for the Town. Prepare and execute contracts and risk mitigation.
  • Provide technical assistance to department grantees with online application and reporting processes.
  • Anticipate challenges, propose solutions, and effectively resolve potential issues to adapt and ensure project deadlines are met.
  • Submit required documentation from project leads to meet requirements for reimbursements to Town. Coordinate with Finance to confirm and track requested reimbursements against actual payments.
  • Find and establish grant funding resources; write or coordinate with writer to apply for grants on behalf of the Town.
Education, Experience, Certification and License:
Work experience directly related to the essential functions of the position may substitute for education at a rate of one (1) year of experience for each thirty (30) credit hours of education.
  • Associate's degree in business, finance, or other related major
  • Two (2) years' experience in grant and project management
  • Strong written and verbal skills, including conflict resolution and contract negotiation skills.
  • Knowledge of budgets, finance, various purchasing processes and procedures. Certified Procurement Officer or ability to complete training within six months of hire.
  • Teamwork and collaborative skills, and ability to maintain direct and indirect working relationships internal and external to the town.
  • Highly organized specialist with strategic thinking, analytical, project management, and time management skills. Proficient with Microsoft Office suite, spreadsheets, and office equipment.
  • Ability to work with minimal supervision or instruction to meet necessary deadlines and goals, and to effectively deal with workload and deadlines stress.
  • Possession of a valid New Mexico driver's license upon hire; and the successful completion of any required town training or certifications needed to operate a town vehicle.
Preferred Skills:
  • Knowledge of grant writing, grant management, projects and procurement.
  • Federal Acquisition Regulations, Best Value Procurement Practices,and GSA purchasing methods.
  • Knowledge of governmental processes, relevant local, state, and federal laws, rules and regulations related to area of assignment.
Environmental Factors and Conditions/Physical Requirements:
  • Work performed in office setting and in the field with occasional evening and weekend hours required.
  • Work occasionally requires exposure to environmental conditions, generally in a moderately noisy location (e.g., business office, light traffic). Some travel to off-site locations is required.
  • Blend of sedentary and physical work; Must be able to work from a desk for long periods of time and transition to field work quickly as needed.
  • Ability to walk project sites including uneven surfaces, natural and gravel surfaces.
  • Work frequently involves repetitive motions and occasionally requires standing, walking, sitting, speaking, or hearing, using hands to finger, handle or feel and reaching with hands and arms.
  • Work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data.
