    The Community Development Specialist
  • level II is responsible for identifying, qualifying, and advancing strategic residential and multifamily (MDU) community opportunities that support GVTC's growth, market expansion, and long-term revenue objectives.
This role focuses heavily on market expansion development, Multifamily (MDU) development opportunities, community stakeholder engagement, field validation, agreement progression, and business case readiness. This position requires a proactive individual with strong relationship management skills, practical expertise, and proven experience in MDU and SFU sales, with the ability to develop and execute community-based solutions across GVTC's portfolio, including broadband, TV, voice, security, property management solutions, access control, community Wi-Fi, and smart property technologies. The Community Development Specialist
  • Level II works closely with property owners, developers, HOAs, builders, management companies, consultants, and internal stakeholders to move opportunities from early identification through qualification, agreement support, and launch readiness.
Success in this role requires disciplined execution, strong follow-through, accurate reporting, and the ability to align community needs with GVTC's strategic growth priorities. Essential Duties and Responsibilities include the following.
Other duties may be assigned:
Community Development & Market Expansion Identify, qualify, and develop new residential and multi-dwelling community opportunities including MDUs, HOAs, greenfield developments, brownfield overbuilds, and other strategic expansion initiatives. Support identification of strategic anchor opportunities (E-Rate, SMB, Enterprise) within target markets to strengthen overall project viability and community value propositions. Schedule meetings with decision-makers to introduce GVTC and the Community proposition. Schedule follow-up meetings as required to complete business case qualifications. Acquire necessary information to submit business cases, including building plans, contact info, trench dates, scope of work and desired solutions from clients. Identify and engage decision-makers to support access, agreement progression, and long-term community partnerships. Build and maintain relationships with developers, property owners, builders, HOAs, management companies, and other key stakeholders. Maintain active awareness of development activity, construction timelines, and competitive landscape within assigned territories. Enhancing the customer experience through simplified, streamlined processes that prioritize ease of service and satisfaction. Business Case Readiness and Opportunity Qualification Gather, validate, and organize required information for business case development, including ownership details, unit counts, project scope, construction timing, site conditions, plans, and stakeholder requirements. Ensure opportunities are properly qualified and supported with accurate, actionable information prior to internal submission. Maintain clear documentation of assumptions, constraints, dependencies, risks, and next steps for each opportunity.
MDU and Community Solutions Development:
Serve as a primary field resource for MDU opportunity development and support the advancement of MDU-related agreements and service opportunities. Understand and position GVTC's community solutions portfolio, including broadband, TV, phone, security, property management solutions, access control, community Wi-Fi, and smart property technologies. Align solutions to the operational needs of each community and support discussions around managed services and property-wide technology offerings. Support negotiation and progression of MDU and community agreements, including coordination of internal review and legal redlines. Negotiating competitive Bulk, Exclusive Marketing Agreements (EMA), retail access agreements, and MDU service agreements, managing legal redlines, and applying in-depth product knowledge to craft compelling proposals and finalize contracts. Schedule meetings with internal stakeholders (Wholesale, Product, Finance, Network Architects, Construction) to identify service availability.
Market Expansion:
Pinpoint new developments and fiber overbuild (underserved markets) opportunities in target markets outside of our established network to help expand our coverage footprint. Explore new service markets within reach of fiber networks in the field to identify new development opportunities and to confirm construction status of previously identified projects. Focus on specific territories as approved by management depending on business needs and market strategies.
Collaboration:
Act as a liaison between partners, clients, consulting firms and internal teams to ensure seamless communication and collaboration. Collaborate with Marketing, Network Engineering, Construction and Enterprise/Retail/Residential Sales teams to align go-to-market strategies and support coordinated market entry efforts.
Field Validation and Market Intelligence:
Conduct site visits to verify project status, construction progress, access conditions, and community readiness. Develop and maintain strong awareness of market trends, development activity, ownership changes, and underserved areas. Identify new strategic opportunities through field engagement, stakeholder conversations, and ongoing territory management. Support identification of strategic anchor client opportunities with multiple locations in coordination with Enterprise and E-Rate teams.
Agreement and Stakeholder Coordination:
Support the progression of access, marketing, service, bulk, and other community-related agreements. Act as a liaison between external stakeholders and internal teams including Business Development, Sales, Enterprise Sales, Marketing, Engineering, OSP, Finance, Legal, and Operations. Attend and Represent GVTC professionally in external and internal meetings, site visits, and community interactions.
Reporting and Analysis:
Provide regular reports on Community Development Specialist role successes and challenges to ensure proper coaching and training. Utilize CRM tools to track daily activity, opportunity status and potentially generate new sales opportunities. Analyze and provide feedback on key performance indicators to measure the effectiveness of Community Development strategies. Performing management and executive (internal and external) presentations and summary reports will be required upon request.
Pipeline Management and Reporting:
Maintain an organized pipeline of opportunities with clearly defined stages, next steps, and timelines. Utilize CRM tools to track activity, contacts, opportunity status, and follow-up actions. Provide regular reporting on pipeline development, field activity, agreement status, and business case readiness. Demonstrate accountability for activity management, communication, and timely follow-through.

Education/Experience:
Bachelor's degree in business administration, Marketing, Communications, or related fields is preferred. Minimum of 3-5 years of experience in business sales, retail/enterprise telecom, partnership management, residential development or a similar role, preferably in the telecommunications or service provider industry.
Customer Engagement:
Strong customer-facing and presentation skills, with the ability to establish credibility and build strong personal relationships with potential customers and community leaders.
Adaptability:
Self-starter with a result-oriented, high-energy, adaptable, and inquisitive mindset.
Language Ability:
Ability to read, write, and comprehend business plans and contracts. Create strategic plans Comprehend simple instructions, and short correspondence.
Reasoning Ability:
Proven track record of successfully developing and managing strategic partnerships and telecom business accounts. Strong negotiation, communication, and interpersonal skills. Understand residential and commercial development workflows and project management structures. Ability to identify technological needs of clients and provide solutions. Ability to analyze market data and trends to inform strategic decisions. Excellent organizational and project management skills. Results-oriented with a strong drive to achieve and exceed targets. Proactive and self-motivated with the ability to work independently and as part of a team. Strong problem-solving skills and the ability to think strategically. Flexibility to travel as required (up to 50% of travel required daily).
Technical Skills:
Proficient in Microsoft Office (Excel, Word, and PowerPoint), Project Management, Basic Financial models and CRM software preferred.

Performance Assessment:
Staff performance will be assessed in a written format at the end of the 90-day probation period and annually.
