Job Description

BUSINESS MANAGER/CORPORATION TREASURER I.
Qualifications:
A.
Education :
Minimum of a high school diploma or equivalent with extensive accounting experience; preferably an accounting or finance degree. B.
Experience :
Knowledge of school finance preferred. Payroll and accounts payable. Excellent telephone etiquette skills. Attention to detail, neatness, and accuracy. An ability to work effectively with a wide variety of people. A strong work ethic and commitment to the team concept. High moral, professional, and ethical standards. Experience with Komputrol BSF preferred. C.
Other :
Possess such other qualifications as deemed desirable by the Board of School Trustees. Attend professional development as suggested by the Superintendent. Able to be bonded for $100,000+ II.
Reports To:
Superintendent III.
Work Days:
260; 8 hours per day. IV.
Major Responsibilities:
Manages financial accounting systems. Prepares the annual budget including all related approvals and Department of Local Government Finance (DLGF) forms/processes. Collaborates with superintendent for budget development, administration, and long range financial planning for the corporation. Manages long-range financial projections as well as day-to-day financial operations of the district within accordance with state and federal accounting laws. Oversees, administers, and develops recommendations for approved processes of receipts, custody, and disbursement of funds, payroll, and debt service accounts as well as supervises all accounting in regards to school funds (investment bonds, debt, draws, ECA accounts, textbook rentals, food service and any other necessary transactions). Prepares documents in regards to school mileage elections and bonding of all necessary staff members. Prepares and keeps current income and expenditure records for all corporation funds including projected expenses and cash flow charts. Prepares and provides the superintendent with periodic financial reports as requested. Collaborates with administrative staff as the financial advisor for contract negotiations. Maintains a relationship/partnership/membership with various state and local organizations to say apprised of school financial matters. Takes responsibility for the preparation, facilitation, and follow-up of all financial, and other, audits. Verifies payroll related processes including final verification of direct deposit files to the bank. Maintains the computer database and disaster recovery program. Creates teacher salary schedule for payroll and budget. Assists in the acquisition of tax anticipation warrants. Maintains debt and amortization schedules. Reconciles all bank statements on a monthly basis and all items pertaining to the same. Processes all budgetary end of month, fiscal year end, calendar year end, and Form 9 procedures. Provides information to Superintendent as requested. Issues 1099's and take responsibility of County Treasurer's Report. Ensures the conformity of the requirements of the State Board of Accounts and assist through the duration of an audit. Attends meetings of the Board of School Trustees. Responsible for premium payments, renewals, and claims associated with all district insurance policies. Responsible for completing, submitting, and implementing all local, state, and federal grants. Works with Deputy Treasurer/HR Director and Corporation Secretary to complete necessary duties that require collaboration. Any other duties that are requested to support the operation of MSD of New Durham Township. V.
