This position develops and implements enterprise-wide solutions supporting Oracle utility systems initiatives, including Mobile Workforce Management (MWM), Customer to Meter (C2M), Operational Device Management (ODM), and BEACON, to improve operational efficiency and ensure data quality standards for Meter Services and Customer Services. The role coordinates with IT and functional business system owners to design, develop, and maintain integrated databases and system solutions that support business improvement initiatives. The incumbent works with business users to identify, scope, analyze, and finalize system and data requirements; pilots and prototypes meter services projects; and leads implementations through all phases including requirements analysis, system design, testing, deployment, maintenance, operational support, and documentation. Operating with minimal supervision, the Business Improvement Manager independently manages projects from concept to production while providing guidance to less experienced staff and contributing to the achievement of the Meter Services Division's strategic goals and operational improvements. Essential Functions Supports the development, implementation, and continuous improvement of analytical frameworks for core field work and device (meter) functions such as CIP control, business case evaluation, project prioritization, risk assessment, service level management, and asset lifecycle cost analysis Acts as liaison between Meter Services, IT, and other divisions to evaluate, select, and implement key applications (e.g., decision support systems, work order management), ensuring functional requirements, data standards, mapping, and validation are met to maintain data integrity Co-leads IT governance reviews for any meter services system changes, ensuring compliance with enterprise architecture and cybersecurity policies Reviews design and functional specifications to develop detailed technical requirements and translate them into technical specifications Partners with IT to map "as-is" and "to-be" processes, identify workflow bottlenecks, co-design process improvements, and track operational benefits for Meter Services Provides analytical support and research for complex operating and device management needs and recommendations, including requirements, training/communication materials, policy development, and organizational or operational challenges Performs a wide range of tasks relating to data extraction, data scrubbing, and data transformation, maintenance of metadata and data dictionaries Creates the necessary documentation to build, administer, and support all test, development, and production environments; along with necessary training documents Designs data warehouse architecture, including the logical and physical design of data warehouses, data marts, and staging environments Supports the day-to-day operations for the Meter Services Division management team Serves as a technical advisor and resource to cross-functional teams, contributing subject matter expertise to advance the goals of the meter services division Other Functions Performs other related duties as assigned Work Environment And Physical Demands Business casual office environment Required Knowledge, Skills, And Abilities Advanced knowledge of Oracle Software Advanced knowledge of SQL Server/Developer Working knowledge of designing and development of Oracle/SQL Server/IDMS Working knowledge of extract functionality to downstream systems (Oracle e-Business Suite ERP/Data marts etc.) Advanced knowledge of design documents and requirements for Oracle software, data warehousing, data mart design, and implementation Extensive working knowledge of data extraction, transformation, and loading processes (ETL) as they relate to an enterprise level automated document management workflow Ability to work collaboratively within a team and facilitate outcomes Strong critical thinking skills Ability to work collaboratively within a team and facilitate outcomes Excellent written, verbal communication, interpersonal and presentation skills Minimum Education, Experience Requirements Bachelor's degree in Business Administration, Engineering, Economics, Finance, Data Science or related discipline 5 years of progressively responsible professional experience in business improvement, data management, or process optimization, including the application of statistical analysis in a utility or comparable environment, with at least four (4) years of experience working with Oracle software OR High School diploma or equivalent 9 years of progressively responsible professional experience in business improvement, data management, or process optimization, including the application of statistical analysis in a utility or comparable environment, with at least four (4) years of experience working with Oracle software
