June 5, 2026 at 5:00 PM CST I. Overview BioGenerator Ventures is St. Louis's leading early-stage life science venture development organization. We build and fund startup companies at the intersection of biology, technology, and agriculture — advancing human health, agricultural innovation, food security, and environmental sustainability. BioGenerator seeks an exceptional Entrepreneur in Residence (EIR) to serve as a founding force within our AgTech practice. This individual will catalyze St. Louis's emergence as a global hub for agricultural biotechnology by bringing rare depth across scientific research, corporate leadership, and venture development. This RFP is supported by funding from the St. Louis County Port Authority. This procurement is conducted in accordance with St. Louis County Port Authority procurement standards and requirements. This RFP is issued to identify qualified candidates or consulting organizations who can fulfill the EIR role on a contracted basis. The engagement is expected to begin June 15, 2026 and run for an initial term of 1 year, with the possibility of extension through December 31, 2028 based on demonstrated fit and impact. II. Scope of Work The selected EIR will be responsible for activities across four core areas: Company Creation & Portfolio Development Identify, evaluate, and co-found new agtech ventures with potential for meaningful innovation and commercial impact Serve in active leadership roles (CEO, Chair, Board Director) within BioGenerator portfolio companies as needed Support portfolio companies through key inflection points: financing, partnerships, regulatory strategy, and commercial launch Talent & Pipeline Development Cultivate and manage a pipeline of scientific, entrepreneurial, and executive talent for BioGenerator and portfolio company roles Serve as a connector between academic, corporate, and startup communities in the St. Louis region Capital Attraction & Ecosystem Building Actively attract AgTech companies to relocate to or establish operations in St. Louis Build relationships with regional and national agtech investors to channel capital into the St. Louis ecosystem Represent BioGenerator as a thought leader at industry forums, conferences, and with major corporations and policymakers Strategic Vision Contribute to BioGenerator's long-term AgTech strategy and investment thesis Develop and communicate a compelling regional vision for St. Louis as a premier destination for agtech innovation III. Qualifications The successful candidate or organization will demonstrate: Advanced scientific training (PhD or equivalent) in plant biology, agricultural science, biochemistry, or a related discipline; MBA or equivalent business training strongly preferred 20+ years of experience in agricultural biotechnology, with demonstrated impact across R D, regulatory affairs, product strategy, commercial operations, and/or sustainability Direct experience in venture capital, startup founding or executive leadership, and/or senior leadership at an agricultural multinational Proven track record in company building and financing, including fundraising, deal structuring, and governance Strong, active network with AgTech investors at the regional and national level Deep roots in and commitment to the St. Louis AgTech ecosystem, including relationships across the region's universities, research institutions, corporations, and entrepreneurial community Board experience and demonstrated ability to operate effectively at the board level A reputation for integrity, collaboration, and strategic vision IV. Proposal Components Proposals must include the following components, submitted as a single PDF or Word document: 1. Qualifications & Background Resume or CV of the proposed EIR (or key personnel, if an organization) Summary of relevant experience in agtech, venture development, and company building Description of existing network and relationships relevant to the St. Louis agtech ecosystem 2. Approach Narrative describing how you would approach the EIR role during the first 90 days and beyond Vision for how you would contribute to BioGenerator's AgTech strategy and St. Louis's position as an agtech hub Examples of similar engagements or relevant past accomplishments 3. Cost Proposal Proposed engagement structure (e.g., retainer, hourly, project-based) Anticipated level of effort and compensation rate Any additional costs or considerations 4. Conflict of Interest Disclosure All respondents must include a signed Conflict of Interest Disclosure statement addressing the following: Any existing financial, business, or personal relationships with BioGenerator, BioSTL, or current portfolio companies Any ownership interest or employment relationship with entities that may compete with or be evaluated by BioGenerator Any other relationships or circumstances that could create an actual or perceived conflict of interest in this role If no conflicts exist, respondents must affirmatively state this in writing. BioGenerator reserves the right to disqualify proposals or impose conditions based on disclosed conflicts. V. Selection Criteria Proposals will be evaluated on the following weighted criteria. A scoring rubric will be applied consistently across all submissions. Criterion Weight Qualifications and relevant experience of proposed EIR 30% Quality and depth of agtech network (regional and national) 25% Clarity and strength of proposed approach and vision 25% Reasonableness of cost proposal 20% VI. Questions & Addenda All questions regarding this RFP must be submitted in writing to the contact listed in Section VII no later than May 27, 2026 at 5:00 PM CST. BioGenerator will compile all questions received and issue written responses via addendum to all parties who have expressed interest in this RFP. Addenda will be distributed no later than June 1, 2026. Only written responses issued through this process are binding. Oral responses or informal communications do not constitute official clarification. BioGenerator reserves the right to amend or withdraw this RFP at any time prior to contract award. VII. Terms and Conditions The following terms and conditions apply to all proposals: BioGenerator reserves the right to reject any and all proposals; to select one or more respondents; to void this RFP and terminate negotiations at any time; and to waive any defects as to form or content. This RFP does not commit BioGenerator to award a contract or defray any costs incurred in preparing a response. All submitted proposals become the property of BioGenerator. This procurement is conducted in accordance with St. Louis County Port Authority procurement standards. By submitting a proposal, each respondent acknowledges having read this RFP in its entirety and agrees to all terms and conditions set forth herein. Proposals shall remain open and valid for ninety (90) days from the submission due date. BioGenerator may request finalists to participate in an interview via video conference. Selected finalists will be notified of the time and date. VIII. Submission Instructions This RFP is posted for a minimum of 21 days.
