Job Description

General Manager Otis Mutual Domestic Water Position Summary:
Otis Mutual Domestic Water and Sewage Works Association (OMDWSWA) is seeking a full-time General Manager to lead and oversee the operations, maintenance, and long-term development of the Association's water and wastewater systems. This position requires strong leadership, project management, and administrative skills, with an emphasis on regulatory compliance and infrastructure planning. The ideal candidate will be proactive, highly organized, and capable of leading both day-to-day operations and long-range system improvements.
Key Responsibilities :
Provide leadership and direction for the overall operations of the water and wastewater systems in accordance with NMRWA standards and New Mexico state regulations. Plan, prioritize, and manage capital improvement projects, infrastructure upgrades, and routine maintenance schedules. Ensure compliance with all applicable local, state, and federal regulatory requirements, including reporting and permitting. Supervise and coordinate staff, contractors, and vendors. Develop and manage the annual budget and provide monthly financial and operational reports to the Board of Directors. Serve as liaison between the Board of Directors, regulatory agencies, and the public. Oversee water quality monitoring and ensure prompt resolution of any water system issues. Implement strategic plans and policy decisions as directed by the Board. Respond to emergencies and system failures in a timely and effective manner.
Minimum Qualifications:
High school diploma or equivalent (Associate or Bachelor's degree preferred in Public Administration, Environmental Science, Engineering, or related field). Minimum of 3 years of management experience in water utility operations, public works, or related field. Demonstrated experience in project management, budgeting, and regulatory compliance. Knowledge of water distribution and wastewater system operations, infrastructure, and safety standards. Strong written and verbal communication skills. Proficiency in Microsoft Office and basic utility management software. Ability to work flexible hours, including occasional evenings or weekends as needed. Valid New Mexico driver's license with clean driving record.
Required Certifications:
Must obtain a New Mexico Water Operator Level II Certification within one year of hire. Possession of a current Water Operator II Certification is preferred.
Preferred Skills and Attributes:
Familiarity with NMRWA guidelines and standards. Grant writing and funding acquisition experience. Ability to work independently and collaboratively with diverse stakeholders. Strategic thinker with strong organizational and problem-solving abilities.

$65,000.00 - $75,000.00 per year
